Angry regional councillors were told just minutes before Ontario Housing Minister Claude Bennett was to sign the document that he wanted to defer the section laying out the future population of Halloo Chairman Jock left gave to Mr Bennett who became a father Just two weeks ago population of 141000 in the end of this century after which the town would grow to a population of 200000 The area abuts Miltons southern boundary To satisfy these developers Mr Bennett proposed to sign the plan leaving out the section on population for further nego tiation We have a situation where what we agreed on and what the province has agreed on is not satisfactory to the developers Planning Committee Chair man Roy Booth told the councillors He recommended that council go ahead will the signing and allow the planning committee to continue negotiations with the do elopers That suggestion sit very well with Oak ville Mayor Harry Barrett We have accepted a compromise solution the government has accepted that compromise and now it seems that the developers don t want to accept that I think that the tax payers of Oakville have given enough We were willing to accept the higher population because we felt It was the best we could negotiate he added He said the Minister should sign the plan as it is and let the developers refer the question to the Ontario Municipal Board If they t happy with the process Councillors were told that several requests have been made for parts of the plan to be referred to the OMB for decisions after negotia lions at the local level proved fruitless Phillip Rim mine ton Branch of the Ministry of Housing told the 1 lore that attempts to negotiate a settlement with the developers ob jecting to the proposed population fatted He added that Jons with the developers could go on for as long as you and they feel they are worthwhile After that the Minister of Housing could decide to settle the question or to refer the problem to the added that meeting with the developers had gone on as late as that morning without a settlement being reached so it seems like deferral is the most reasonable course to take Even this position here is a compromise Barrett retorted It seems that the only compromise the developer is willing to accept is compromise on the part of the region It wrong that we are being told that the eleventh and a half hour that what we thought we hod agreed to is not good enough At this date councillors were told only one developer is still holding out on a request to have the OMB settle the population question The consort m cannot proceed with its development until the year under the current plan because all the future population lo that date has been counted for by other projects Councillors passed a motion asking the Minister to sign the proposed regional official plan with the population wording intact Housing Minister Claude Bennett who by then had been watting in a committee room at the regional for half an hour refused lo sign the plan in that form A hasty conference followed with regional councillors and planning staff after the Minister announced he would review the current Uon with lawyers for all three parties in he dispute He noted however that the longer the region delayed signing the plan the more other developers would take the opportunity to have the OMB settle questions It seems that lawyers too busy with land transactions these days so they re getting in volved in planning tie quipped Bennett also noted that if one wanted to be less than political astute I could disregard the council position of today and sign the plan He did not take that action he added because he felt the problem was an honest difference of opinion about what the future population of If the question of population is referred to the several councillors stated that they would take original position of on population of 130 at the end of the century rather than the negotiated figure of School named Sheridan Hills is the name finally
