Legion banquet hall Sunday night for the fourth an Boar Head dinner a highlight of Actons festive season The dinner is a tradition brought to town by Rev Chuck Beaton of Trinity United Church Wherever Rev Beaton has preached he has star ted this Christmas event and leaves it behind as he moved to a new church However he says Acton seems to have been the most enthusiastic community in terms of preparation and part Iclpatlon From the meal to the entertainment hlng was medieval In eluding the monks brown robes and the Jes ters dazzling costumes A cast of about 100 put on the show and prepared with the presentation beginning lip m The first task of the new Regional Council will come tomorrow it promises to be a return of tho battle royal of Nov 17 when the outgoing council approved a 25 per cent hike In water sewer rates The outgoing council had been warned by Reg Solicitor Acting Chief Administrative Officer Dennis Pcrlln that It had to rectify a deficit in the water sewer rates which would have amounted to by the end of this year The equalized water and sewer rates were put into effect on Jan I of this year It was done under the user pay system whereby consumers of water were only charged for the amount used and the sewer charge wn3 a percentage of that use In addition It took the cost of water sewer charges off the regional levy and made It part of the utility bill But problems eloped almost im mediately Several times during the year regional and municipal councillors Obituar complained of major increases to consumers Some like former Reg Councillor Ron criticized the system as being too lenient to industrial com users and for vners to pick up the shortfall The came this fall Mr Pcrlln told councillors the water icr system would res ult in a deficit by the end of the year and upwards of S3 million by 19S3 if the system was not changed in some form That tame down to the mectlngNov when the outgoing council wis told that if was done to correct the deficit they might be held legally responsible The councillors opted for the Fix It approach suggested by Mr lin which for a per cent increase In water and sewer costs effective Jan Tomorrow the council must adopt or re ject this answer and it is felt Burlington and Mil ton which lose money In the present system will oppose Hills Is the loser if the council the Fix It ap proach and goes back to assessing costs on the levy Mayor Peter wus prepared Nov 17 to launch legal action against the rest of Reg Council had it ruled in favor of the chargeback system In a lengthy report written for the new council by Mr Perlin he again stresses the need to increase the water sewer costs to all of by percent While the hike is large in terms of per it means to to the average home owner on the bimonthly bill But
