soccer fields won be to creexed for minor sports Hills general com mittee dicided Monday night For three hours councillors beard arguements against user pay fees from representatives of Acton and Georgetown leagues as well as and then thrashed out the issue In the end only part of recreation director Tom Sbepard second proposal which was made alter a storm of protest following unveiling from sports groups earlier this month over his initial plan was adopted by council Sbepard suggested each minor sports or child ren soccer and ball team pay to for use of fields this summer and adult teams should pay In addition he wanted to see all teams that play under the lights pay a game Councillors decided not to raise minor sports fees from last year a a team However they went along with call for adult teams to pay CO as well as K a game charge for lights The motion also confirmed council support of the user pay philosophy for recreation facilities including ball diamonds and soccer fields Another motion called for close monitoring of maintenance costs this summer and then Hon with groups this fall an maintenance per formed as well as costs Sbepard was directed to come to the council with an outline of costs for fields and diamonds well as projections of 1963 costs In addition the recreation director was told to bring a report showing how high fees must be in 1983 for the town to recover 10 and per cent of its costs This plan was proposed by Coun cillor George while this ear fee schedule was suggested by Mayor Peter Bruce MacPherson speaking for the Acton in dustrial ball league asked how the town came up He noted new lights are budgeted for this year which will cost less to operate He asked why the league was paying a fee and then couldn get little maintenance problems an uncovered manhole cover the outfield long grass cut and an overhang screen solved He noted they asking for a domed stadium to keep the away In summer just some simple maintenance Richard Vanderwal of the Acton Soccer Club said he objected to fees when they ere brought in two ears ago and still does Two years ago they were told fees t in crease In the future and talc for lining fields would be supplied Vanderwal declared Now the town wants lo raise fees without any improvements or renovations to fields except at Z Bennett near the end of last season To make matters worse talc won be supplied now el He questioned the town right to charge for fields at school grounds it town Pomeroy noted the town has an agreement with the boards of education for sharing faculties has an agreement with the boards of education for sharing facilities which amounts to renting so he presumed Halton Hills could legally charge fees Vanderwal also questioned maintenance spend ing on Acton soccer fields compared to spending on Georgetown facilities The recreation department books should be checked he said noting talc bins were bought but nobody in Acton has ever seen them He urged the municipality get its own house in order before ask ing or more fees Fields should be maintained out of tax dollars and Heller Dave Paul lipped through goalie Mark Morrison legs as Heller s Wayne Allan the area don t charge for fields for summer sports he pointed out adding roups are trying to control their costs but find It with Ihe municipality charging for fields He also questioned the classification of some fields as intermediate If the town had opted for original pro posal Acton Minor Ball would have been forced not to operate Dunn said because fees would have in creased from last year to Si 800 for this season The new proposal was satisfactory because they could afford it but Dunn noted fees will still go up 100 per cent for something other town s don charge for Hawks Sabres
