still capable of responding to the wishes and needs of Canadians on oc casion The announcement of the re instatement of leather footwear in the global import quota is news to cheer about here in Acton The woeful economic state of the nation as well as the lifting of the quotas were devastating for Beardmore and thus nun dreds of families Acton The possibility that the quotas be reinstated hung over the community like a menacing black cloud for over atx months The long Liberal delay in making an announce ment on the result of their deliberations of repeated calls to bring the quotas back was indeed unsettling for not just Beardmore and its employees but also our entire business community It had begun to look like the bit of black humor circulating around town that the last person out of Acton should turn out the lights might actually come true Reinstatement alone likely won t put all workers laidoff or on a shorter work week at Beardmore back on the job General economic improve ment is also desperately needed But bringing back the quotas is certainly going to help But there is an even more important lesson to be learned from the feds decision Responsible well considered and researched arguments and industrious lobbying can still work The efforts by leather and shoe manufacturers workers and Tory MPs like Otto weren t wasted The campaign was well orchestrated Letters post cards meetings with cabinet ministers the peaceful protest march on Parliament Hill etc all got the message across to the government in a highly responsible manner The shoe and leather in dustnes need more time to modernize and become more competitive with overseas makers they didn want a government handout the workers wanted to work Acton merchants wanted and desperately needed the govern ment to help out our leading in dustry It was a strong argument In short everyone involved did a great job And it clearly shows when business and labor work together when they have a logical case and are organized in their approach to govern ment they can get action albeit slowly Everyone can learn from this exercise An election is a long way off and the need for positive action on numerous economic
