Into September with a new spirit their minds restless their bodies fit their idealism about teaching renewed They are full of new plans for exciting courses reinvested with dedication and ready to man the barri cades with enthusiasm Back in the ponds of their minds of course the experienced teachers know that long cold deadly January and February tie ahead complete with the flu the snow apathetic students irritating administrators personality clashes with their peers and all the detritus of the second term But In September they dose that nightmare Just as we all ignore such things as cancer heart attacks and death until we are into them We feel a proper rectitude and joke about it concerning our social role in taking off the hands of their mothers those bored whining teenagers who have been driving their parents crazy In the last few weeks of summer slaying out too late getting into minor scrapes wanting things their folks cant afford and perpetually claiming What is there to do Personally I enjoy meeting new stu dents evaluating them with subtlety im planting them with new Ideas telling them ancient Jokes becoming aware of their personalities good bad or Indifferent and trying to form some sort of a learning unit from 30odd bodies whose minds and likes and dislikes and aggressions and Inhlbl- Its a good time September Usually lots of sun grass still green leaves on tbe trees new new hopes new friendships Football practices starting Cheerleaders being chosen Golf course beckoning after school Everybody tan ned freckled friendly And best of all meetings Staff meetings department depart ment heads meetings meetings to establish committees to accomplish this or that all forgotten by next March Theres a wonderful atmosphere at these meetings Theyre full of wit and thrust repartee and aphorism as though they had been written by Oscar Wilde or GB Shaw Or Edgar Guest Or Ann Landers Nobody in his her right mind would miss one of these meetings on a golden September afternoon the conversation sparkling like 111 miss scaring the senior grades with horror stories about the amount of reading decenUy rUeveamktfu months Some of them turn with fear who keep of keeping juvenile offenders in treatment facilities when they are coraml- to private treat- ment homes by provin cial Family Court Last July the Sup reme Court of Canada ruled that the federal which tin Juvenile Delinquents Act falls has no right to shift the responsibility of juven ile committals to municipalities Up to now municipalities like Region have been footing the bill subsidized by the pro vince on a SOSO basis Between January and June Juvenile committals had cost the region In August regional council agreed to continue paying for Juveniles currently In treatment until Septa when tbe province was due to takeover The decision would enable the operators of private treatment homes to continue without Inter rupting tbe course of treatment Last week the deadline was ex tended to Oct For years the commi ttal of Juveniles to private group homes and treatment homes by family court Judges has placed a consider able financial burden on municipalities forced to pay the private
