it staled that the landfill site could be the most reasonable alternative for Hal- the Region t is not prepared to pay a premium to institute a system of solid waste disposal the report stated then the total landfill system is the most reasonable choice since it avoids major capital ex penditurcs is not reliant on future markets which currently do not exist and is a proven methodology But Councillor Johnson objected to the premise made In the report that landfill sites are the least expensive These sites look beautiful on the surface but there are problems of cost in the aftercare of the sites he said And if you ve got the site you 11 not want to spend money on resource recovery he said adding the issue would probably be put on the back burner political group he A landf site is detailed analysis of the various options open to the region for disposing of its garbage but an overview of the choices open to regional council Under the terms of reference for the study this stage was to examine the region future need for landfill site space and to identify alternatives for handling the garbage According to the figures gathered by the consultants Halton residents and businesses produced 1 16 tons of garbage last year and all of it was buried in landfill Since January has had only one garbage dump located in Burlington which must close in March of 1984 and its neigh bars have been promised it will not be ex The 161 page document identifies five major alternatives for waste disposal in Halton Including exporting our garbage to another ana burying all of It mass burning with or without steam production and the construction of a resource recovery plant for the production of refuse derived fuel Other options such as source separation where recyclable material is separated in the home and put out for collection separately and composting were also con but were judged to have too small an impact on the total waste stream to rate them as prime options Throughout Ihe primary stages of their work and this report the con firmly refuse to make clear for action from the region They do however note the recommendations of experts they have consulted during the course of their study The report specifically notes the ages of Ihe mass burning alternatives saying this could accommodate up to per cent of the garbage produced in the region Of the two Ihe preferred option is clearly to produce steam while burning the gar steam which can be sold to industry The authors warn however the burning alternative can be extremely costly if there is not a market for the steam because of extra steps which must be taken to treat the steam before it is released into the at These factors according lo the report suggest the region should plan on opening a dump large enough to handle all of its gar bagi forthc foreseeable future The use of that site could be reduced as alternative disposal methods are oped thereby increasing its lifespan Source separation programs should be encouraged but the region should be pre pared to waste some of the material it re covers in this way when markets are weak they add Mr Walker told committee members the region should expect lo have to bury at least per cent of Its garbage for the next 20 yean until the markets for recovered resources improve In the conclusion portion of this report the consultants warn the alternatives to total re liance on land fill sites amount asking tax payers to pay a premium price for garbage disposal If the situation is that the Region Council and the residents are not prepared to pay a premium to institute a system for solid waste disposal then the total landfill system is the most reasonable choice since It avoids major capital expenditures is not reliant on future markets which currently do not exist and is a proven methodology they wrote They warned however if a landfill site large enough to handle all garbage for years is opened there will be no re quirement beyond the sense of commit
