they decided not to accept his tender Mr Holman had declared a conflict of interest on the matter and sat out of that part of the meeting In a submission to council this week Mr pointed out that all the tender envelopes had been opened before any discussion took place concerning the tenders Once the discussion took place he left the room upon councils request Upon returning to council chambers Mr Holman told council and upon approach lug council as a representa of Construction disallow the tender I com mented since the tender was received by the clerks office and placed before council since conflict of Interest had been declared by myself and since the tender envelopes had been opened council was obligated to read all the bids Mr continued We further contend that if the remaining council members were concerned that they might be Involved with a conflict of Interest then they also are thereby disqualified from voting on the matter and thus the matter would have to be placed before a proper Judge Mr pointed out that council did accept work by his firm In A representative of our firm did receive back the opened of Construction Limited which In Itself and in view of the circumstances does not con acceptance of the re turn of the tender and ac cordingly respectfully requests of council that now Its tender be considered entered into the minutes of council or falling that the tenders should be recalled Councillor Dave Maason said he was extremely upset that Mr Holman would put council In a situation like this He pointed out that the busi ness council accepted last year was planned by Welling ton County before council accepted it He contended the accepting of tender bids was at the county level Mr Holman said the final decision was councils He said that if council could consider a tender then then why not now Mr Masson suggested Mr and the council each get legal advice before the matter Is pursued Mr Holman denied the- council Is placed in a bad position I would do nothing to diminish councils Inte grity he said Mr noted If I had known he was going to make an Issue out of this we would have scrapped all tenders and sought legal advice It Is our duty as councillors to be to tally above board We should not be In a position where our appearance is questionable Mr Holman reminded the irate councillor that I took an oath of office last year and I intend to live up to it He continued to say that he did his homework before placing his name on the ballot and knows the proper steps to take In matters such as this Councillor John also In the construction nesa said that if the township were calling for tenders to build a building and he sub mitted one he would be technically doing it right but I would feel that morally I was putting council on the spot Mr Holman denied this and said his tender was sent in legally and should not have been disallowed after it had been opened Council said they would discuss the matter further at a later date Change in billing concerns resident by Barbara Over artists joined at the Rockmosa Community Centre on April to act as their own jurors judging the best paintings that they had created at Jack Watercolour Workshop last summer Watercolour artist and teacher Jack and his wife Maggie have been living in during the last year Mr Reid conducted artists workshops here last summer using Community Centre as his meeting point He will do the same during the month of July this year even though he and his wife ore moving from the village Jack Pollack art authority lecturer and teacher of the Pollack Galleries Toronto presented the prizes In his remarks Mr Pollack slated that Mr Held Is the finest water colour artist in Canada as well as an inspiring teacher He added that Mr Reid Is always pushing extending himself not doing the same thing over and over on his canvases According to Mr Pollack water colour is naked art you can cover your mistakes He was most pressed with the handling of he material displayed In the many artists works Mr Reid was impressed and proud of his students work In the show Bach of the three winners received a Jack painting First prize winner will mosa council meeting members decided roads superintendent Sob Hamilton deputy reeve Henry Jr clerk treasurer Lloyd Hlndley Don Hilts from the community a representative from the Ministry of the Environment one from Woodstock Engineering and one person from Gore and Storey En gineering Consultants would sit on the committee All meetings would be held in the council chambers Sports facilities for Rockmosa Plans for an arena soccer field with lights and baseball diamonds and bleachers at Park Rockwood were unveiled Monday evening at township council meeting Deputy Reeve Henry Holman Jr who sits on the recreation committee showed council a detailed sketch of the proposed plans Three paved parking lota were also in eluded In the plans Council was impressed with the presentation and asked which of the stages was top priority Mr Holman explained that the parking was the first on the list The soccer fied was number two on the list he said for two reasons The first was that there are many people In the area who play soccer and would like the field The second is that the field Is at the far end of the park If it were one of the last stages to be completed it could possibly damage work and landscaping already finished By starting at the soccer field the park could be worked at from the back of the property to the road he said The proposed arena is adjoining the existing community centre Eramosa to control water sewer by 1980 Eramosa township will as sume responsibility of the sewer and water project on January 1 1980 That was the motion put forth at the township cils meeting Monday evening It came after dis cussion at a previous meeting when a representative of the Ministry of the Environment strongly suggested Eramosa take over the system as soon as it is turned on Some councillors disagreed with this Council decided that by 1930 the system would be running as smoothly as it is Council hires student for summer office help Helen Mitrow has been Miss a university hired to work in the Eramosa n ui township municipal office this summer commencing making a total May 1 until September 1 planned Until then they said it is best If the province looks after it with the town ship as onlookers learning the system The Ministry is also pushing the township to hire a local operator to be in charge of the system The councillors however cannot advertise for applicants because they have not been told by the Ministry the necessary job require ments It was suggested that road superintendent Bob Hamilton look after the system for the Ministry with financial assistance from them to help offset his wages Its sugaring off time at Cutty Farms by Barbara Wynneck Cutty Farms on the Road has been the scene of sugaring off during the last three weeks This Is a man woman and child po operation no plastic tubing or gas tors here John and Maureen McLeod and their children have tapped the south side of the maple trees and hung the buckets Twice a day they have emptied the sap into the drums which are surrounded by snow where it is stored until the sap is ready to be boiled down on the open fire It takes gallons of sap to produce one gallon of syrup The noise of the chain saw and the whack of the axe make you aware of how much wood the humming fires con- Maple syrup is achieved when the sap reaches a temperature seven degrees above the boiling point of water Did you know waters boiling point changes dally Maureen bottles the syrup in the sugar shack She also fires up the pancakes on the woodfired cook stove They are delicious topped with the finished product Making maple syrup In this old fashioned method requires much hard labor but the McLeods and their friends enjoy saluting the spring out in the fresh but GETTING THE pigs ready for the feast Bill bastes the dinner cooking on the outdoor spit at Cutty Farms Oh the smoky flavor TIME TO load the wagon These kids collect the sap and keep the fires bumming Cutty Farm Sugar Bush They are left to
