week but councillors had to acknowledge that changes are needed in Heltons business development department The planning and public works com mittees endorsement of an updated business development bylaw Wednesday means the department would continue providing groundwork for industrial promo tion while any area municipality wishing to handle its own sales and promotion could do so Council must
