Theory and practice are not always compatible Regional government as announced last week for Halton County has one decided drawback for this area inclusion of two established urban communities in one area government While this is not unique we question the wisdom of operating one municipality with two sizeable communities eight miles apart In most cases where a larger region has been created such towns are much closer together geographically and can be fitted together with a minimum of in convenience Nof So New Examining Haltons new look it would seem that a region could have been created with less fanfare and less fuss by phasing out Haltons two remaining townships and making a few boundary changes Nelson and Trafalgar town ships disappeared into Oakville and Burlington some years ago with opposition and Nassagaweya could have gone the same way at the same time altering boundaries where needed as has done in the new plan Essentially Haltons regional government sticks to county boundaries and we have had a two- tier regional setup for decades Others Could Help Councils creation of an in dustrial commission composed only of town council members is a backward step in industrial promotion To our mind municipal councillors are quite busy enough as parttime public servants without loading more meetings and more decisions on their shoulders We agree that appointed boards should have a councillor to provide liason between that board s duties and council But independent members can In Halton other major towns will be the only urban centre of a new area Surely an extra area would still fulfil requirements and accomplish the aims of a larger region Georgetown and a portion of could be one area Acton and perhaps a small portion of Esquesing could be another This would eliminate most of the infighting which Is bound to result when the four portions of North Halton try to get together on the makeup of a new area council All that needed doing was to turn over more powers to county council have five area councils instead of seven and we would have a new look As noted above the new North Halton area comprising Georgetown Acton and the nor thern parts of and Nassagaweya will be unwieldy A rose by any other name as the poet says but it is quite a tug to see historic names like Georgetown and Acton disappear Administration will be a problem too Locations of a central municipal office combining staff solution of problems not common to both towns will be difficult decisions contnbute much more in time and interest to any board when they can concentrate on the job at hand without the multiplicity of other chores which being a councillor entails Often too communityminded people are available who have specialized skills which can be particularly helpful to a certain board Without minimizing the talents of councillors we believe that an independent appointed board can do a better job because of this In fhe Mall Bag Student Says Cutbacks Lead to Drastic Action Trent University Peterborough Ontario Dear Sir I am writing to you as an attempt to inform the citizens of Georgetown and County of an ap palling situation that has developed recently In On tario I am talking about the recent and proposed cut backs in the provincial Governments spending on universities and colleges This has led to drastic action by the administrations of several Institutions throughout the province At Trent where I am studying this has meant a general cutback in operating ex of roughly annually and has resulted in about faculty and staff being told there will be no room for them In the future It also means that the departments of German Spanish Chemistry Physics Biology and Geography have been drastically altered or completely destroyed The Government has also raised tuition fees and the student loan ceiling for all postsecondary students in the province This has come about as a result of recom mendations made In Interim report of the Com mittee on Post Secondary Education This report while calling for easier ac cessibility to colleges and universities effectively prohibits this accessibility by also saying that students should pay proportionately In Mall Bag more than they already arc for Iheir education This is just one many glaring contradictions within this and shows that the government tends to phase out universities as an marketable product Surely they realize that it is not the fault of Ihe schools that enrolment is lower than five years ago There is I feel somewhat more to the problem than just the institutions them selves We must look at the policies of the Davis regime since they have taken power Generally they have seemed reluctant to raise taxes on the middle Income groups directly but are equally reluctant sincerely hesitate to write this letter since I firmly believe that politics should be left the election cam paign and not dealt with subsequent to It However to sit back and express no comment during this present conflict would indicate a lack of concern and this Indeed is not the case On Thursday January I attended the Board of Education meeting held at their offices on the Guelph Line During this meeting trustee Richard Goodin made a motion to seek legislation preventing active teachers from running for election to the Board During his extremely lengthy speech Mr Goodin accused teachers of contributing to road traffic and pollution by in areas where they do not teach He even went so far as to quote from the Bible as proof that teachers should be prohibited from serving on Boards of Education However the part of the that angered me the most was mat which followed Mr Ernest Bodnar Georgetown a present representative seconded the motion of Mr Goodin As the people of Georgetown are aware I am a high school teacher In and ran against Mr in the last election coming a very close second I dlsap pointed lhat Mr would resort this of trick In order to ensure his continuation in office Is ihe time coming when the electors will not be given the right to determine who is elected The two or three times that I have conversed with Mr at length subsequent to the election he has appeared concerned about education In County and has been polite and courteous on each find It unfortunate that he should conceive taking this political manoeuvre Mr In his speech mentioned that legislation prevents municipal em ployees of which he Is one from serving on town councils and therefore teachers shouldnt be allowed to sit on Boards He mentioned that the OSSTF had common goals and lhat interests were to divide and conquer In speaking of teachers he stated it was unwise to arm the enemy Once again he mentioned that teachers have tunnel vision and can only of their own subject Surely something is drastically wrong when the teachers of children In schools arc considered ihe of the Boards representatives Where Is this spirit of cooperation for common goals that Is sup posed to exist No one can me that the electors of County made their choice In December with the concept of teachers being their enemy In education we must e one sale he benefit of Ihe child When members of the Board consider teachers In this light the student Is one eventually suffers I must congratulate the Hoard in their wisdom of defeating the motion a vole of Tom of wasabscnf Board members in speaking against the motion men tioned that to eliminate teachers might necessitate many other professions such as ar chitects since they may be considered to have conflicts of Interest when contracts come up for school can I would go a step further and say that if teachers arc eliminated from running then so should caretakers engineers might be involved in school even the members of labour unions some of their colleagues might be hired by the Board If this was the case could end with only retired or unemployed housewives whose had no conflicting connections and students as The Herald editorialized last Thursday The Provincial govern ment already has conflict interest legislation banning teachers from seeking election on Boards that employ them A teacher can gain no benefits by working for another Board He or she runs with concepts of belief as motivate other candidates Basically a desire to Improve the education system though we are members of the we are not employed by them I would like think that Mr would never sacrifice principals even under pressure from the Professional Engineering Society Surely he must believe other human beings are capable of equally high ideals In the
