READERS FORUM HighPriced Commission Seen As Costly Unanswer SPREADING THE BLACK BLANKET BILL SMILEY Heres To The Pubs Theyre Wonderful I promised be no more columns about England This one wont be but It will be about people we met there Half the Tun of travelling is taking one of those tours where you go everywhere with the same forty or so people and are stuck with them for three or four weeks and dont meet anyone fresh for example while we were in London I round It to stroll down to the for a pint while my wife was muddling around in the room worrying about washing her hair or something For several days we formed a congenial group there A farflung group There was old Jack from South Africa with one aluminum arm and one ditto leg Hed whack his artificial leg with his can to emphasize a point There was Ron an Australian dealer in stamps There was a Highland Scot There was an Irish bar- lender And there was your blueeyed boy from Canada English Yanks and Canadians were excluded Other Canadians that is TOLERANCE and there was an easy tolerance that I noticed during the war when there might be bodies of ten different nations on one squadron I didnt go after Jack about apartheid or Ron about Australian treatment of aborigines and nobody went alter about our Eskimos The Irishman and the Scot were a bit hostile but only about the English Rather we talked about the Important things In life heating bills about a QUEENS PARK year in S A and less- in Sydney housing costs about the same everywhere wives about the same everywhere rotten kids ditto income tax ditto Not very enlightening youll say but comfortable easy conversation with no strain or stridency Then our wives would arrive and the commonwealth conference would break Up until next day at noon FUR PEOPLE We met dozens of In teresting people like this easily and amiably The pub is the great leveller In Canada people In a bar sit their own light little groups at a table a waiter serves them and they are like an island no contact with anybody else Or if they are alone they sit at the bar and glower into the mirror or into their drink gloomily In Britain its just the opposite If youre at a table you fetch your own drinks and anyone is liable to sit down with you Very casual First thing you know youre chatting Next thing you know youre bosom chums Example One night after a show we went into a pub for a drink and a pie Three people sat down at out table chattering in what sounded like Ger man It was Dutch A girl newly married and living in London and her parents first lime in England spoke a little English mother had a big smile OLD FRIENDS In five minutes we were chatting away like old friends Father fetched his wife a gin Come back looking ruefully into his threequarters of an motherhood is still a pretty popular political Idea HES We wont see of course Eddie Sargent has as much chance of winning the Liberal leadership as this writer has of becoming Robert Stanflelds mistress He will make a lol of statements gel around the province spend a good many dollars which will be multiplied many limes Into free publicity and end up with perhaps a hundred voles or less But still Eddie Is welcome In this contest First of all because he Is not a fool it is Just part of his act to come across as one from time to time And secondly because whatever less praiseworthy he might be he is fresh He Is fresher than anyone And being fresh he Is going Liberals need it if to iho life vitality freshness And Eddie Is the freshest thing that hag been around provincial politics for silently applauded BIG I thought one them was going to wipe her off the stool with a backhander He was only a little guy- about six- two and 220 pounds That coat me four fast pints while I babbled that the other commission members to be paid Its a day plus expenses wit be appointed after regional elections Oct 1 Half of the members will be named by the counties and regions along the escarp ment and the rest by the province Let us hope that half of the members are proven to be conservationists so that some consideration Is given to preservation of the escarpment for the en joyment and recreation of people now and In he The expenditure of a day per member seems unreasonable and unjustified to say the least Does the province not know thai here are dedicated conservationists in and out of citizens en vironmental sports and naturalists organizations who would be more than willing to serve on such a commission pay By paying such high fees as proposed we are not certain to get with the theory that LIP or OFY type programs should be carried out by government In Its to create a favorable atmosphere for Ihe operation of a free enterprise system the government should be concerned about pockets of unemployment and should take steps to alleviate these situations One way chosen by present government of providing temporary assistance to high unem ployment areas Is the term make- work program such as LIP and OFY The with this approach Ihe past have been related to the administration of Ihe program which placed emphasis only on the fact that an applicant was unemployed Sometimes little or no attention was given to the use to which the funds were lo be put social value lo be derived by Ihe or whether project would be carried as indicated In the ap plication The translation of a basically sound I henry into practice was an abomination Well this year are told things are going to be dif ferent The criteria for awarding grants will include the benefit to accrue to the community as well as the unemployment situation Further applicants who their projects to cam on after their LIP grant has been spent must Indicate a definite commitment from some source other than LIP to cover continuing needs This requirement will ax old a frequent situation in the past where successful and communityacceptable programs were created and then suddenly cut off for lack of continuing funding The government had created a good thing and then failed lo carry it through Perhaps in novation la creation of citizens advisory groups in the various federal ridings across the country The members of Ihe committee ore chosen by local MP and the groups purpose will be to examine applications for grants create priori lies and generally screen projects for applied to visitors to he new regional municipality of Halton HiTls Monday Tom Hill a region native climbed from his present post as reeve of Township to become the first mayor of the enlarged municipality under regional government The election did not produce too many surprises The voters generally went with experience and in all but very few instances remained with the persons who had served them before Georgetowns Mayor Bill Smith who had campaigned for the post of mayor of Halton Hills placed a very close second to mayorelect Hill A larger turnout of voters in Georgetown might have swung things tne Smith way although the Hill campaign did make substantial inroads into Smith territory Now that the election is out of the way the task of preparing for the official change to regional government begins is due to arrive Jan I Its rolling around as fast as the election did barely three months distant By going with experience the voters seem to have assured themselves that the transition will be as peaceful and as smooth as possible Or so they hope There will be problems to contend with the magnitude of the change assures that But the men elected to serve should be able to react to meet these problems head on If regional government is going to be suc cessful then our elected leaders are going to have to display a unity of wisdom of the likes of Solomon and occasionally the patience of Job The Game of the Name The name sounds a cross between a cemetery and a country club but Monday the voters in Georgetown and Acton decided in majority to name their new part of the region Hills The selection of a winner was more than votes more popular than the runnerup hills while it was the popular choice is a name that is firobably destined to remain in in a sort of obscurity born of taste but not of function Just as Cambridge has never been fully applied to the area of Gait Preston and Hespeler Halton Hills will never be widely accepted by Acton and Esquesing because its choice was decided by the larger population in Georgetown would have been a more logical name choice because it is part of the historical scene But all of this is water under the bridge isnt it A name has been picked Whatever reasons for the selection a large number of voters in the new municipality has spoken and Hills Is the winner Georgetown Acton and the host of smaller builtup areas that make up the new municipality will continue to remain There isnt going to be a great joining of the masses Postal addresses will continue to in corporate the little names and the people will never really forget where they live Hills is the appelation that will describe the region where we live Georgetown- Acton Glen Williams Stewarttown etc are still home Regional Police Notes Drivers Are municipalities is one of the matters that has to be settled as the deadline for inauguration draws near Regional government becomes effective Jan 1 Two special committees are at work preparing for the changes Already it has been decided that three districts will be established mainly associated with Georgetown Burlington and Oak Headquarters building will be located in Something that is bound to produce a few growing pains is the plan to have all police calls come in to one number at the headquarters building and then communicated to the relevant district An excited caller who reports a fight in front of a hotel on Main Street and then hangs up is going to be a problem What hotel What Main Street What community No doubt the committees are looking into communications equipment that includes fast tracing capabilities It will be required if police under regional government are going to keep tabs on things Public education will be equally important Just as people have been programmed to give names and addresses when reporting fire calls so too will that have to remain clam enough to give regional police all the information required to lend them speedy assistance This latter course of action will probably be a lot less expensive maintain that some sophisticated electronic equipment Regional administration is not without its hurdles ECHOES FROM THE PAST 10 YEARS AGO Georgetown
