at a special council meeting last Wednesday night The building would be constructed on the site of the former township of municipal offices on the Seventh Line Although there were a number of councillors absent from last week meeting council decided to give preliminary approval to the expansion plans and has hired the Oak wile architectural firm of Halliard and Wilson to begin drawing up specifications for tenders If council decides to proceed with the project the probable completion date for the new town hall would be spring of 19 months from now and Wilson were the architects for the municipal of Ices Their design for the building won national design competition and according to Don who presented the latest set of plans for the new building the new municipal complex took as good as if not better than the original design Council has not given the full green light or the project a they arc now awaiting a complete report on the financial Implications of the project from town treasurer Ray King Councillor Dick explained that the town may have a number of ways at its disposal to assist in paying for the new building Including raising lot levies on new homes selling land that it owns In Georgetown Acton and in or applying for further debentures The Ontario Municipal Board has already granted the town approval for major debenture Issues on the project but King could not state what monies the might allow for the complete project Councillors Mike Armstrong and Em Hyde both emphasized the need lo proceed Immediately with the project s early plan to the extent that they suggested hiring architects for a four week period during which the financial report by King could be completed If the report showed the project Is not feasible architects would then be told to hall all work estimated that the four week period could cost In I be neighbourhood of It s the only route we can follow commented Armstrong We don know how much money we have we don I known where it going to come from but we have to find out Pointing to the current situation in which employees arc scattered throughout the own Engineers rule out Hornby dump And then there were two A more detailed study of the four preferred sites for a new regional garbage dump has eliminated two of those sites from further consideration including G the major site near Hornby The two site left are better known he Britannia Tremalne site and site A Ihe location of a present operation in Burlington Both sites have been determined by MJtf Dillon Ltd to meet requirements provldeproperroadconditions and accessibility plus offer enough acreage to meet Halton garbage disposal needs for at least 20 years M Dillon were hired by he region to provide a waste disposal program that will meet future needs Phase one of that program was the location of a suitable land site while phase two lo be fully carried out is a study of alternative waste recovery methods Dillon Initial study of possible landfill locations listed 11 from which ihe four preferred si tea two months Dillon staff have been carrying out more detailed reports on those four sites from which heir latest conclusions have been drawn me will formally present their findings at the regions works com meeting tonight at Ibe Hills town offices on the Seventh Line In heir report on the Britannia Tremaine to the consultants noted that Ihe site ap pears lulled for landfill operation Suggestions that there was a possible underground river in the area were not denied by the consultants but they did note that the river Is from Ihls site to the south and would not be affected by operations They concluded that a landfill operation on site would have minimum impact on wells in the area Few excavation problems on Ihe site were anticipated by he consultants but hey did note that neither of the two access roads to the site Britannia Road nor Derry Road could handle the truck traffic heading to the site without major upgrading Site design in this area will be critical and detailed consideration will have be given o visual and community effects They recommended access to the site via Britannia Road from Highway The consultants pinpointed the best location for he site as an area east of Tremalne Road to the railroad tracks bet ween Derry and Britannia Roads A gas pipeline located south of Derry Road crosses the site and for that reason slated thai development or dump should be south of the line towards Britannia Road An alternative site In the same general area would be immediately west of Tremaine Road between and Britannia In summary the consultanta report notes all physical and land use constraints favour ihls area for a major landfill operation The area available Is adequate lo serve he needs of the region for years Summarizing their conclusions on the Burlington landfill site the staled Access to the site Is good and no major off site road building would be required The precedent of having a landfill at location and Isolation from conflicting land use are favourable ultimate approval of a landfill site The area can be developed For land Tilling but will require extensive on site works to divert surface drainage collect and re grade existing closed out areas Leachote collected will require discharge to a sewer or trucking a sewage plant Or Ihe four sites considered by Dillon received the poorest rating After detailing the water and soil pa I terns In the area of near Hornby the consul reported further investigations will likely prove the site is not technically suitable for landfllling further consideration of this location should be abandoned The fourth considered area site north of in Burlington appears have good potential for landfllling from viewpoint the report in but It will not be sufficient to supply years capacity to the region A 20year lifespan was one of the initial prerequisites or a new dump The report however did not rule out entirely as It also pointed out that No ex major work will be required to develop this site Pan fire damages home The appointment of Williams of Georgetown as a member of The Ontario Council on University Affairs was on building would be an asset The lone exception was recreation director Glen Gray who stated that he fell that his department present location in the Gordon Alcolt Memorial Arena was best from both the staff s vlcwpo nt and the citizens We would feel more effective when we art right now commented Gray adding he support the from the new arena He suggested that Acton recreation program could be located In facilities in the Acton arena lo provide better communications with that Ward However Councillor replied that Just a question of educating the people to come here rather than the arena Town planner Mario Vcndlttl engineer Bob Austin treasurer Roy King and clerk administrator Doug Prill chard stated that following previous meetings with they were oil pleased with Ihe Jans far their departments The phns presented by Hallford showed a two storey structure similar in height to present building A large parking would rx located in front of the building while employee parking spaces would be in the back A longer and wider council chamber would be located on the top floor near the main entrance The mayor office plus the facilities for the clerk administrator s office would be located on the top floor The treasurer office engineering department and planning would all be located in the below ground level The only criticism expressed at last week meeting came from Councillor
