JULIAN REED Emergency Legislature debate called on Supreme Court inflation ruling The Ontario Legible recalled for a short emergency session to consider legislation introduced by Premier Davis which would have the effect of legalizing on a retroactive basis an arrangement which had been made with the federal government by which provincial and municipal employees were placed under the control of the federal Inflation board Last fall the Liberal Op position had urged the government to establish a provincial inflation board to deal with the public sector in Ontario However the New Democratic Party did not support this proposal and therefore provincial and municipal workers placed under the control of the federal board Now the Supreme Court of Canada has ruled that Ontario arrangement with Ottawa passed by cabinet order in council was illegal The Supreme Court decision could have created a very complicated situation here in Ontario If the Government had been unable to obtain agreement in the Legislature to the enabling legislation proposed by the Premier every agreement reached with public sector workers since last October would have been negated and there would have been many court cases to be adjudicated upon As Stuart Smith Liberal leader pointed out this would have meant that public em would gain or could gain large salary increases while private workers had their increases rolled back by the inflation board PROVINCIAL HO During the debate on the emergency legislation Liberal speakers indicated that while a provincial board would have been preferable it was now virtual too late to establish such a board Some Ontario workers have already been affected by decisions of the inflation board June and many had been affected which at the lime of the emergency debate had not been tabulated Of this number some are in public hector As of June the Inflation board had made decisions on cases the public sector the remaining 149 in the private sector These figures are for Ontario In view of the fact that the federal anti inflation board has now built up a backlog of jurisprudence the of the board has been trained in the work of the Board and con experience has been gained It would hardly seem reasonable that Ontario should now duplicate this organization appear unnecessary duplication of bureaucracy at this point The Liberal Party therefore supported the legislation of government which was made necessary Jaycettes receive national award Projects successfully completed by Georgetown last year won a sterling silver cup and a certificate They placed during the winning lien the Supreme Court rejected Ontario entry into the federal program by means of an order incouncil NDIOPiOSFD The New Democratic Party opposed the government legislation being opposed to the Inflation policy There debate on the Bill proposed by the premier but this received third reading and was proclaimed on Thursday July 15 The Ontario Legislature will to be in recess for the until recalled in fall unless a further emergency arises It has been suggested that this may be a possibility if the Court of Appeal rules that the provincial government acted illegally in closing
