LETTERS TO THE EDITOR Comment raises questions on coming to grips with medical costs HERALD Wednesday Novembers To the editor of The Herald The editorial appearing in the November 16th Issue of The Herald by Don 0 raises some interesting questions I recognize Mr OHeams concern but the subject mat he deals with namely hospital medical costs Is a very complex issue I would suggest that to come to grips with the questions raised one would have to ask the question Who led and promised the citizens of Canada and the Provinces a comprehensive and almost un limited health insurance plan The answer is of course the Political Parties with a major lty in the parliaments of the provinces and of the country at the time of implementation In essence the Federal and Provincial Governments be came the Insurance carrier for health services Whether the openended all embracing plan is economically viable or is sound is he first in a series of questions to be answered I would suggest Mr that you are knocking on the wrong door when you question the efficiency of pita Boards and of the Medi Practitioners who are expected to supply service under an openended plan As with most wonderful de signed schemes by men wo men sometimes things oft go awry I flunk question you should address yourself to Is Is the Province of Ontario now saying they cannot afford such an elaborate program of health care May the Lord preserve us from yet another study of Administrative Efficiency In simplistic terms only way of regulating health care costs is to put them back In the market place and determine what people arc prepared to pay for them Don be led by the red that has been flopping around for so long about those grasping doc tors and hospitals not being efficient Doctors disposable incomes have not increased over the past five despite a lalivc inflation figure of about per cent Is it any wonder that our physicians arc moving to the S A The following is an account rendered on behalf of a Toron to woman to the Blue Cross Division by a San Francisco Hospital for a 52day stay The billing filled pages totalling 1M Accommodation alone exceeded Twenty seven days in at per day daily lab charges added up to Drugs to Medical Sup plies 921 Inhalation 900 Blood Bank 51 Use of Operating Roam and rajs SI Altogether there were separate charges listed Quite apart from the size of some of the hospital charges and that a matter for to judge number of them alone is a salutary reminder of what hospital care involves and why it costs as much as it In Canada the consumed ixpressed in Gross National Product Is about percent or midway between the British and US system By all used 1 mor morbidity statistics Canada s system of health care compares favour ably with countries Ex pressed on a per capita basis Canadian costs are In Ontario the Governments expenditures for all health services has varied only between I per cent and per cent of Gross Provincial Product for the years Payments to hospitals in the same period ran between 2 per cent and per cent of the Cross Provincial Product on a per capita basis about Under the Ontario Health Act the insurance plan in all respects Is a reimbursement program In other words as residents of Ontario present their certificate they recievc prescribed under 5 per Act I of he pub 1 1 just tint 1 reccivi under Iht tit is required The Hospitals of Ontario are now placed in a position of providing service which is not based on the principle of reim for services dered The current principle of payment is based on Income and disbursement which is far cry from the legal of Health Insurince Ait Ihe Provincial Go to slate what bene fits the plan will or will not pay or and how much The per diem figure quoted by Mr Is indeed a strange one because it Is higher by 31 than the rate for our Hospital On the costs quoted above by the San Francisco Hospital per rate 10 Of course It isn and illu the of using a per diem cost lo
