Home Newspaper of Halton Hills WEDNESDAY SEPTEMBER A Division of Canadian Newspapers Company Limited Main St South Georgetown 3ES Ontario Publisher BOB Editor PHONE Second Class Mall ibrary public need dialogue For some years now Halton Hills has debated the expansion of Its Georgetown library facility The present situation finds a polarization in attitudes between the library board that has worked to provide what it believes is the service and facilities needed for the com and a citizens group mar ching to save the existing library and see it expanded The move by library board last week to articulate its long range goals and objectives will go a long way to repairing the sense of distrust that still fills the air While the board was already in the process of making a policy on building and service ex the news that and the Ontario Heritage Foundation probably won fund any project without a demonstrated need com acceptance and a long range goal adds fuel to the need to ar learns price of progress Popularity of the Terra Cotta conservation area is without doubt One only has to drive near the park entrance any weekend from May to September to see the line up of cars along the road Now the Credit Valley Con Authority is about to rectify the situation The move to build a larger parking area will prevent the traffic jam that inevitably occurs and it will also mean higher revenue for the operation Now all that is required is provement to the regional road that runs through the village But the sad part of such a suggestion is that Terra Cotta might very well lose one of its attributes its pleasant setting Sometimes progress just isnt what it really should be dculate at the earliest possible date what direction library services In Halton Hills will take over the next decade at the very least But community acceptance must also be tempered with respect for the costs and the true needs of the community While it is nice to say that me present library must be saved or that the should or should not be expanded its future is going to lie within the document that library board is now preparing There are alternatives that should looked at Should the present building provide satelite services to a new library or a meeting hall for town hall meetings possibly even as a converted cultural centre with seating and a stage to provide an opportunity for theatrical productions The historical significance of the facility will not be altered because of its function under a new policy nor is the Ontario Heritage Foundation about to withdraw possible funding for restoration of the historical elements of the building should a decision be made to change its use It s a matter of the building being used according ministry of culture and recreation officials It becomes paramount therefore that library board be prepared to argue Its position before the public it serves And the public the citizens of Georgetown ana Acton as a whole must prepared to take part and let their concerns be known In the case of expanding services in Georgetown the Issue goes beyond being a dialogue between the two central parties In the present Issue The debate is opening up to all other organized and ad hoc community groups The Rotary Club the Georgetown Little Theatre to name two groups must be prepared to view objectively the impact that the Church Street or other Georgetown library facility might hav on the community It will take time But the community is prepared to shed its apathy and speak out during the planning of this major document they won t be in a position years from now of realizing the opportunity had passed Its finally official Billy stays around DEREK Queen Park Bureau Of The Herald William Davis made it official at Progressive Conservative annual here last weekend He to be around Tor the next elect on as Tory leader and premier of I province And Hie l assembled Tories in the ballroom of the hotel let him know with sustained applause and cheering that they agreed wholeheartedly with his decision had them in the palm of his hand throughout the whole speech Quietly defiantly he first touched on his brave decent and loyal friend George Kerr forced resignation as solicitor Bible Thought And It shall tome to pass in the last days God I will pour out of my Spirit upon oil flesh and your sons and daughters shall prophesy and your young men shall see visions and your old men shall dream dreams and on my servants and on my 1 will pour out in those days of my Spirit and they shall prophesy Acts IB We are living in midst these days and the demonstration of God mighty power the world Is ample proof The promise is unto you Several angry shouts of support for Ken- cracked the hush and one woman the rear of the hall began crying TELEPHONE CALL The con l inning sage of the Kerr story hod dominated news from what would otherwise have been a totally upbeat convention As everyone must know by now Kerr telephoned on assistant crown attorney on behalf of a poor emotionally troubled constituent He hove done It which he admits and the obvious penalty for his lapse in judgment should have been his resignation Then after six months or so in exile he could have been called back It Davis wanted htm But Kerr and Davis both decided to hang tough which might have worked except federal Labor Minister John Munro broke federal guidelines on contacting Judges by telephoning one on behalf of a millionaire Hamilton landlord Kerr was swamped In the resulting furor What should be noted though and It become very blurred In media coverage Is that even if Ontario hod similar guidelines which it doesn they apply Kerr He dldn contact a judge but a second echelon provincial civil servant although admittedly one in the judicial system seek aid for a constituent Munro actions are much more doubtful Davis personally made plain his faith In George Kerr before the party faithful gauging and catching their mood perfectly Ho went on from Kerr to tell them exactly what they wanted to hear praise for Old Ontario Its loyalty and values contempt for the Inept performance of the federal Liberals warm support for federal Conservative Lea dor Joe Clark who was in the audience In his effort to liberate Ottawa and quick jabs at the provincial Liberals for the NDP for ideological rigidity and turncoat Jack Horner for being Jack Horner IT We stand and fight my because Ontario deserves nothing less all so much provided for us all with more freedom more opportunity more scope and more security than any place on Gods earth Now thats Tory talk and his people loved it In some strongo way it wasn even marred by the Kerr resignation Instead incident seemed to provoke fight even In parly members who agreed he should resign And leading into the fray will be William Davis Canadian demand increase seen for solar collectors Canadian demand for solar collectors will probably rise lo million annually by 1982 from current market demand of 4 million states a market survey sponsored by the Ontario Ministry of Industry and Tour The survey conducted by Mlddicton Associates Is intended to speed the develop ment of a strong domestic solar heating industry By separating the demand for collectors into purchase groups intended use and regions the study presents market data for which can be used in sales projections by solar equipment manufnetur Pest diagnosis service available Homeowners as welt as the agricultural industry can now get answers to their questions and problems from a new pest diagnostic and services clinic at the of The clinic Is offered with the support of funds provided through the Ontario Ministry of Agriculture and Food The clinic will deal with questions relet ing to the identification and control of pests the identification of plants and the many problems encountered by horticulturists homeowners in growing plants For many years such problems have been brought to the University of Guelph referred to faculty members in several departments for answers Among those who responded to Mich queries were the late Prof J C Taylor and Professors and C Kelly who recently retired from their faculty positions Modern demands for updated information on pesticides and a steadily growing number of all now require a more ted system with specimens for Identification and enquiries directed to a central location The new clinic achieves this and The clinic will be staffed initially with a diagnostician assisted by both Prof and Prof Kelly on a part time basis specialists at the University of and elsewhere will also act as consultants so that the clinic can serve a broad function to the agricultural industry ancillary Industries and the mi bile should bo market is there for Ontario business people said John It Rhodes Ontario Minister of Industry and Tourism Even these figures may underest the potential As Impressive as they arc they reflect tlio assumption that the market will remain as it is now Yet it is not unreasonable to expect demand to soar even higher as the public becomes more aware of solar energy equipment and governments more active In encouraging its use Tho survey predicts the total Canadian pool market for collectors Including those Tor heating water residential space and commercial space and for low grade induslr ial processes will expand from in to current dollars in 1902 The data Is Complied by four regions Atlantic Central Western and Northeastern United States In Canada the largest market for solar collectors is central region Quebec which now accounts for of all installations The Northeast em S represents export market greater than six to eight times the total Canadian market Inlheappcndtces provides an analysts of factors Influencing solar collector purchase decisions and the impact of possible government incentives on market demand ThL survey is available from the Gov of Ontario Bookstore Bay Street Toronto Pierre has his problems By STEWART Ottawa Bureau Of The Herald It probably true that Prime Minister eau has come across as a rather Indecisive figure as he ponders painfully over possible election dates But in fairness the poor guy has problems his predecessors never ever dreamed about In a nutshell The over all public opinion polls the kind that amateurs like myself understand show that the Liberals a national basis are leading the Uvea by a whopping every party at level knows that normally this would result in a Liberal majority government So the prime minister is being pushed so to speak from the gran roots Bui other detailed polls present a much more pessimistic picture Sure well ahead on a national but overwhelming strength In Quebec is distort the whole picture In the other nine provinces they arc facing immense difficult And in southern Ontario where the battle will be won or lost the pollsters suggest the Liberals arc at best fast losing their friends In Toronto there arc suggestions they go out alone at night ODD DENIAL You realize just how distorted things arc when in wake of a national poll showing the Liberals In a lead the party campaign chairman feels it s necessary to say he doesn think the Conservatives ore ahead in nine provinces But Senator Keith stopped short of flatly denying the suggestions I don think it true he declared But he obviously isn t too sure However private samplings by both the Liberals and Conservatives show the same thing that Quebec is still a disaster area for the Tones and it may be getting worse while the Libera Isare in deep trouble in other parts of the country Tory polls indicate Liberals could be held to only five scats west of tho Ontario- Manitoba border compared with the they won in 1974 And whtlo officials snort at these suggestions they do acknowledge that things arc far from rosy in the West that the bloom is fading in Ontario and there Is little change in the Atlantic provinces When the latest Gallup Poll indicated that the Liberals had increased their national share vote to per cent up from per cent In July while the Conservatives edged up by one point to and New Democrats dropped four points to 15 It only made things more difficult for the prime minister It not only gross roots workers who are unhappy the there are many Quebec MPs who are angry that they arc not getting this glorious opportunity to win their scats back in a walk The prime minister con offer many excuses for not colling an election but he can very well admit to fear of defeat TROUBLES His troubles don end there cither In deciding not to call a ill vote Trudcau must face those ISbyclections which really form a mini genera election on Oct And while ever the most disoslerous outcome wont result Liberals losing their majority the results can still be highly embarrassing And with the byclections scattered from coast to coast the results s pretty well fill our television screens for an entire evening Meanwhile with the appareni procrastination over an election date at least four Liberal candidates have dropped out of the running this to set the stage for a general election But it either the mini election or the full scale version and I suppose it abetter to risk losing a few battles along with a bit of face than risk losing the whole darned war Trouble is the prime nistcr can soy this He must offer more noble reasons for selecting election dates Ills is not an enviable position Vicious circle widens as weapons multiply 1ach day on ever widening circle of danger surrounds
