Michael Hollett Herald editor This weather is torture II torture that a what I call I his kind of weather I have no idea the weather is up to as you read this 1 wrote it Tuesday and anything from a hurricane to a drought could hate happened in Ha I ton Kills in the meantime It been like that lately I don know about you but I can t help getting caught up in the weather It effects my entire state of mind And winter effects the most adversely so you can bet I heartily greeted he warm spell we In Hills found ourselves treated to last week It was a pleasure to came to work Everyone was in a mood The sun poured in the open windows of the office along with the sounds of birds kids playing outside and assorted summer or at least spring sounds never really been a snow man even at the best of times but I find the white stuff hardest to take after being tantalized with a taste of spring And that what we had last week II if ithadlasted The arrival of spring weather actually coincided with the first calendar day of a rarity In Ha It on Hills And it was great for the kids as local students were unleashed on the town for spring break Thesunny weather led to the students jamming local parks and streets Downtown Georgetown was absolutely throughout the entire week during the day and that a rarity Downtown shoppers were even faced With lineups in many stores because of the influx of kids Local restaurants reported a booming business in french fries gravy and cokes during the March break as local students dug the town treats Alt the young faces along with the great weather made for a nice week in town The who had their favorite benches usurped by the vacationing kids didn I even complain because of the good mood running through town Then the snow had to come along and everything The worst part of Monday s winter relapse Is that it allowed all of those lucky people returning from March break trips down south gloat about th lousy weather ihey had left behind I was so looking forward being able counter their rehash of daily high temperatures in Miami and Ft Lauderdale with Hills own temperature tales Now won even believe was safe to take your ear muffs off they were gone Worst of all we it still probably get hit with the so you thought winter was over end of March or beginning of Apirl Bah humbug Letters to the Editor No strikes for teachers To editor of The devtlop New changes arc needed to prevent the cat and mouse actions the wait and see altitudes and the synd rome which are becoming evident The greatest losers are the students who are our most important resource Meaningful negotiations ba led on goodwill imderat anding and sincerity are more than ever needed to prevent a d saster in education The framework for is certainly positive hut there arc areas which need ing In reviewing the present Act weaknesses that can be corrected arc that ions arc extended For loo long a period and that teachers and trustees can disrupt students education through strike and lockout actions Where these actions taken place have proven be very deln mental to the young citizens of Ontario The could be lightened up by simply being more firm w th dates and the of strikes and lockout actions No parly should have I he right or power jeopardize the education of students Children should never become pawns for any negotiating party The Act provides for a dale start negotiations but It should also include a date whereby all negotiations should be finalized and camp The steps outlined In Ac I and supervised by the Ontario Education Relations Commission are a letter of intent to start negotiations assistance by the Ft C Fact Finding Mediating voluntary Arbitration and Final Offer These ire steps they do not work An improvement will come when both having reac Impasse and not com ing to an agreement within a specified lime limit the Legisl should take the late action of amending the Act to enforce a settlement through compulsory ion or final offer A letter of Intent negotiate should be given in January if contract ends in August by either party and serious should start by February and negotiations should conclude by end of March If any items are not nderwhohis fifteen days log each party a copy of his Each party Board or after Finders He p ri has but fitc days agree or Ihi finding Both should ihtn state their rationale on Hit the early rounds of negotiations The present Act provides for Fact Finding Med alien Vol untary Arbitration Final Offer Strike and Lockout Some of these steps have en to be disastrous in terms of human resource frustration and cos I therefore aspect of arbitration and final offer should be ell mat and some lecth put In act It should be clearly state if both parties cannot come to terms thin lime then it must be construed that they will leave in the hands of others to make the decision The lime act is NOW Serious negotiations must lake place Jnd loose ends in the have to be amended The introduction a time limit to end negotiation each oariv to baraln in faith to work out any problem area and to become aware thai If they do not want responsib ility of making a contract agreement
