also asked council to have damaged street signs and guard posts replaced to have a geologist appraise amount of avail able aggregate In the area and to use an audio recording device to gather 34hour legal proof of noise levels and duration for use In enforc ing in en I bylaws We have done our shore for the community in pulling up with the noise Inconvenience and exploitation from the pit operations the petition continued Wc strongly urge you Mr Mayor to take Immediate and positive action to close the pit operations forthwith and to take a stand against granting permission for further pit operations on Sixth Line Councils failure to openly oppose the use of local pits for provincial projects regardless of any reluctance which might be shown will always be con as consent by the MNR Mr pointed out Without council endorsement to back them private citizens will never be able to fight such operations In the courts or he said There Is no reason Hills shouldnt follow the example of 30 other Ontario muni ties in forcing the MNR or the ministry of lnvi- ronment to provide a special Inspector Mr Harborow said Such an official could do what municipal enforcement of ft and local police might be unable to do he said by fines for first- time offenders and fines applicable to repeaters REAL POSSIBILITY There is a very real posslbi that mining operations will affect the areas water table Mr Harborow continu ed an accident for which only the contractor and not the province is liable Water flows should be monitored he advo cated and if affected the should be held respons ible Once the realizes that it will save no money by mining on he Sixth Line because additional policing is needed reserve and time limits must be adhered to and any damages must be recovered it will quickly deem the opera lion uneconomical and look elsewhere for aggregate Mr contended Despite Ihe stated belief of official Don Thrasher that local mining operations have yet to strike the water able Mr Johnsons photos showed clear spring water at the bottom of drilled holes on the Sixth Line no roin had fallen In weeks Mr Thrasher assured the residents that any water supplies deleted by the opera lions would be restored by the ministry Mr Thrasher also told Miller that it la within regio nal councils authority to Impose lower speed limits along the road and where grave trucks have reportedly
