HIE Wednesday April in II Hydro chairman responds to questions on exporting By STEPHEN FROST and TAYLOR Herald Staff Ontario Hydro Hugh Macaulay feels that the utility isn boasting when refers to the million Hydro earned last year exporting excess energy just slating the Mr Macaulay said recently he feels it is every customer right to know how Hydro Is handling what he refers to as an imperfect situation BIRDPLANE About the Hills- Teachers vote on contract Hal ton Board of Education and secondary school teachers will be voting tomorrow Thursday on a tentative contract settlement worked out March a marathon ning session The board will be holding a special meeting Thursday to decide on ratification The meeting was called for the same day as the teachers rat meeting The settlement was arrived at after negotiators tor the two sides met for I I ours March Details of the settlement will not be released until after both sides ratify the agreement Should cither side reject the agreement Halton could be faced with rst teachers strike in the story of the board Police go to arbitration Contract negotiations between members of the Regional Police Association and the Halton Regional Police Commission have gone to arbitration following a conciliation meeting last Tuesday The contract which covers all members of the force except the chief and deputy chief expired December Under the old contract a first class constable received annually The chairman respond to liberal energy critic Julian Reed a allegations that Hydro is using earnings from exports to justify the surplus capacity of the system at the esent time Mr Reed is right when he says these earnings don Jus tify the surplus capacity on the system now That was never the Intent They do show we are trying to make the best of an situation Mr Macauuiy wrote in a recent letter to The Herald Mr Macau ay also takes exception a statement by John nnt of the tizens Group who says the cost of Hydro to the consumer has risen by 150 per cent since Using 1978 as a base our wholesale rate to munlc pal uUlil have aver aged 14 5 per cent a year S3 per cent not 150 per cent I have said publicly that Hydro in the 60s has set tself a target of keeping rate levels at the rate of inflation and even lower if poss ble Mr Macaulay Mr Macaulay also claims that incomes In Ontario have gone up faster than Hydro rales over the last IS years You can buy more city for an hour work today than you could in 1965 Mr claims Mr Minns also told The Herald that Hydro buys S coal at premium prices and sells power back at marginal prices to the Americans Mr Minns claims Canadians pro duce power for the S by burning their coal and thus suffer all the attendant ronmental damage such as pollution and acid a While Mr Macaulay makes no mention of pollution or acid rain he does say that the price Hydro pays f or S coal Is as good as and in many cases better than other North Amer ican utilities Mr Reed also wrote a letter to Mr taking him to task for a commercial sponsor by Ontario Hydro which that Ontario ha e sufficient energy poten tial to meet the provinces energy needs in the future Mr Reed said the commer cial is obviously designed to promote nuclear power 1 donot want logo on publ record as ng Ontario Hydro of deliberately lying to the people of Ontario but would point out to you that the Canadian Association of Con suiting Engineers have al ready stated that in Canada as a whole and in sizes of 15 megawatts and below there is a potential generating capo of megawatts Mr Reed wrote He went on to suggest that he commercial be withdrawn on the strength of the evidence and that some correcting statement be issued I have no axe to grind against nuclear power but I wish once and for all you would tell the nuclear people In your organization the religion out of what they are doing Mr Reed wrote In another letter to James Donnelly president of Atomic Energy of Canada Ltd Mr Reed ts on a speech given to the Canadian Club In his letter Mr Reed took vio lent exception to Mr ly a suggestion that the tions of the Select Committee on Hydro Affairs of which Mr Reed is a member have been responsible for slowing electric utility growth If that were the case It would simply mean that we have exposed the greatest single economic mistake in the history of the province of Ontario and have succeeded In forcing the utility albeit kick ing and screaming for over four years to correct it Mr Reed wrote Mr Reed also noted Mr Donnelly s vision of mini reac tors being located in areas of the province requiring heat production as well as city I want you to know that I broached this subject with On tario Hydro three years ago and it was dismissed as being totally unfeasible for a number of reasons not the least of which was coat and the loca of these reactors in the more populated areas of the province Mr Reed wrote Easter services in Hills The coming Easter weekend special services at most churches In Hills
