be learned about municipal politics about our current council and about public reaction to local government in general Amply supported by one of the biggest letterwriting campaigns The Herald in many months the effort by Mary Drive residents to stop the proposed sale of their neighborhood was highlighted by a youthful protest rally at the park which as spokesmen were quick to point out represents a part of the neighborhoods history South into some homeowners were alarmed recently to learn that the town has approved a golf driving range in their backyards on land currently in agricultural use Both protests will boil down to council chamber confrontations with elected representatives who In one case must defend their decision and in the other gracefully acknowledge that the con sultants theyve hired may have goofed In at least one portion of their recreational survey Retained to prepare the towns needed master parks plan Balmer Crapo and Associates inspected the Mary Street originally donated to the former wn of Georgetown by Mayor Harold Cleave albeit In a slightly different location and determined that the can no longer serve the neighborhoods needs Instead the consultants decided the can be sold to raise more funds for bigger and better recreational facilities elsewhere Presumably the kids from Mary Street can haul their baseball and soccer gear down to what the consultants call nearby parks Fairgrounds Remembrance perhaps even Park to pursue their happily disorganized little league form of recreation Mary Streets half acre has no ball diamond or soccer field nor tennis courts or skating rinks It doesnt even have swings or monkeybars But the kids lovp it and their parents clearly think its great having that little bit of open space nearby The town recreation department has sanctioned the consultants recom mendation to sell the for residential use apparently three homes can be built there and the income chan nelled toward other recreational sites Mayor Pete Pomeroy gave the protesting residents some hope last week when he came to the park to hear their concerns and reminded them that council has not yet approved the master parks plans and Its recommendations We suspect the youngsters actions at their minirally articulated la no uncertain terms the direction they and their parents want Mayor and Ward 3 coun cillors Booth McDonald and to take To us the route to take Is evident if the kids say Its big enough let em have their Let them learn to appreciate how nice It is to have room to move around In Someone should have yelled fore Down the road Its a different story damage has been done already and council will have to backtrack a ways if it hopes to about homeowners on the Eighth Line near Avenue The facts are there developer Joe Shaw proposed a large nurserygarden centre complex for the Trafalgar Road- Steeles intersection ran Into delays and finally asked council to let him proceed with a golf driving range on part of the site so at least his investors wouldnt tempt bankruptcy waiting for other approvals But the garden centre and nursery are no longer wanted by the town and only the driving range will proceed by virtue of a council motion passed last December Most of the homeowners whose properties back onto the proposed golf range site found out about the protect only hut week apparently not tipped their few neighbors who live within feet of the site and were thus informed of the plan by the town as bylaw requires For council and particularly its Ward members to allow constituents to remain uninformed about a project like this frankly amazes us and we hope there will be some form of explanation forthcoming Allowing benefit of doubt we surmise there may well be one Regardless the whole project m described to us by one of the affected residents draws into question councils ability to follow priorities it itself endorses concerning the preservation of agricultural land and at a less officious level the preservation of homeowner rights As quiet and serene as a golf driving range can be at leaBt in comparison to say wayside gravel pits its visual impact alone on the neighborhood would be horrendous Lets dump such leisureclass trappings of commercial endeavor and let our taxpayers maintain the peace and solitude they desire letter from the Editor Paul Dorsey Miltons voted It will be interesting to see what kind of response the politicians of Milton receive from MPP Julian Reed when they ask him to And ways of getting Mr town better deal within regional government When a serious snort term Unbalance appears to challenge any given a talus quo and those who count on their popularity with the voters for their living do some off thecuff ranting and raving about ft newsmen generally have a good time So heres one of our favorite targets for a little bit of steadfastly conservative criticism regional government once again coming under attack from one of Hal Ions member municipal Ilea from roughly onequarter of the whole region and from Halton nearest neighbor in the region Perhaps you can appreciate then why news men across Halton are Indulging Hilton somewhat since the recent budget tossed the town In a deep bole and raised an enormous hue and cry among local councillors The attack from Milton had a semblance of credibility in the beginning apparently posing a valid threat to a system of gover that seams to have left a majority of Halton residents permanently ticked off with Premier Bill Davis and the of regional govern- Then of course cooler heads prevailed and the roars about seceding from yielded to lengthy dissertations on the possibility of amending BUI the provincial act which turned County Into region six years ago Somewhere it seems someones held a phan tom referendum vote on the likelihood of the Halton federation working out in the long run and most have voted out At least their councillors have By the time you read this Julian Reed will probably have let Hilton know whether he will pursue legislative reform on their behalf Given his location at Queens Park sitting opposite the architects of regional government Mr Reed wDJ perhaps lapse into his old champion of the common cause role which gleaned bun a lot of popularity in Nerval and e many yean ago and vow to carry Miltons banner through this these challeng ing times Given Mr Reeds thorough adaptation to the slow meanderings of provincial government and Us frequently cautious approach to proble of Una nature he may not Regardless there win be some important precedents set for all three levels of local regional and acDonald a good example of some MPs enthusiasm Ottawa Report Stewart MacLeod Ottawa Bureau of The Herald What never ceases to me about many career politicians and Its particularly noticeable among Tories is that inner resiliency that somehow generates a renewed out burst of enthusiasm from amid the debris of defeat Some spend a lifetime doing this never flagging In their singleminded determination to regain their grip on the reins of power Flora MacDonald Is one hat comes to mind If anyone has a right to feel dejected and discouraged coupled with a genuine what thehell attitude Its Flora After devoting most of her adult life to scrambling from the backrooms of politics to the secondhighest political office in the land and then being unceremoniously dumped from power only eight months later she could now be expected to move on to some less demanding sinecure And it shouldnt be difficult for a former external affairs minister to come up with some fairly attractive positions outside politics University life fora former cabinet minister wouldnt be hard to come by nor hard to take NEVER But no the 53yearold MP from Kingston and the Islands Is staying right in the thick of things wondering how her defeated Conservative Party can best pick itself up off the canvas and take another run at the champion ship four years down the road Even for such an inveterate politician as Flora this must be difficult Shes been through It all before several times But since the Feb IB general election and while recovering from a painful car accident she has been running from one party meeting to another always evaluating the partys difficulties and thinking of ways to lessen them She was one of the more prominent participants in that recent Monlebello Que session on demography ana attitudes In the party and according to several observers she was he most optimistic person in the room She cringe when the 36 delegates heard the depress tag results of those public opinion polls which Indicated beyond any reasonable doubt that the party faces a massive rebuilding project The surveys cover edsome factors that allegedly make up a party image and the results snowed the Tories were perceived to be miserably Inept In 12 of them The privatelycommissioned polls the Liberals sleazy but competent didnt rate much higher but that s precious little consolation The Liberals are in power SEES OPPORTUNITY Many of a colleagues are openly depressed these days fully aware that they wont get another shot at the title for Tour years and even then a victory may be difficult to attain And while this wound licking goes on privately there was Flora on our national television screens telling us about the wonderful opportunity her party faces When youre down on your knees one of the things you can do Is sort of take a survey of all the debris around you and see how to begin to build on that or where do you push it away and begin to build property There are a lot of people out mere who don have a very high opinion of the Conservative party she went on and weve got to face up to that and turn It around were seen as being narrow and restrictive perhaps Intolerant Those are the adjectives that are being used against us Well we t flinch from them We run away them We should accept the fact that this Is what Is being said and its our responsibility to prove the opposite She could scarcely contain herself as she unleashed her enthusiasm for the ask at hand She sounded like a fresh college graduate starting out on her first Job I don t know what drives her but we can all be grateful that something MPPs better paid equipped but influence diminishing Queens Park Park Bureau of The Herald A poll among Press Gallery types here showed MPP Sean Conway Renfrew North to be the most admired MPP in several categories including eloquence wit and cross- aisle needling Therefore it is interesting to see what Conway has to say about the role of Ihe private member the MPP who a party leader or a cabinet minister Although a relative new boy himself arriving with the tidal wave of opposition members who came In the minority government of 1B73 Conway has deep political roots In this province His grandfather Thomas Murray for example who will turn too next month was MPP for Renfrew South in 1929U Conway complains that as private members we are losing the battle at an alarming rate In so far as our responsibilities to check cabinet are concerned Even more alarming In his mind Is that a considerable number of honorable members even aware that there is or should be battle between legislature and executive SOCIAL WORK He objects to the sort of soda worker mentality thai is increasingly this business an interpretation of the Job that Is putting an end to the parliamentary participation that I thought was a centrepiece of why most of us were here What is fascinating about Conways complaints Is how they seem to contradict what an outsider sees which is doing better and gaining in status In parliament all the time Salary has hit 21500 with a tax free bonus of for expenses for which a member does not have to account In addition transportation to and from the home riding is paid for as is accommodation in Toronto telephone calls newsletters mall plus a so- called constituency office In the riding that serves as a kind of permanent reelect me centre MORE STUFF Other changes also indicate worth has risen with the years Once upon a time they had nothing but desks in the House Itself from which to conduct all their business including writing out longhand a response to constituents letter Now each has a secretary a private office at Queen Park record ing equipment and access to researchers who help write speeches or scrutinize legislation Members no longer sit a couple of months a year and go borne Now they sit spring and fall and many tack on winter and summer duty on special committees of one kind or another for which they are paid extra SOCIAL ACTION Yet as the resources and remuneration available to a member increases Conways complaints Is that his actual power to Influence events is rapidly disappearing An increasing amount of a private members time is spent on aiding constituent social work activity some worthwhile and some not or attending ceremonial events often as inconsequential as the opening of a hamburger stand Many like it that way Conway argues It a easier than tackling the hardcore political and legislative matters that will upset the cozy club atmosphere all MPPs share or the good relations an MPP might have with civil service Yet what It does is destroy the reason for the legislatures existence Halton s History From our files THIRTY YEARS AGOThe town grader was destroyed by fire Tuesday morning A own employee Jim Sargent was driving the grader down Backstreet which runs down the hill from the fire
