PHONE 2201 trrr4Mfe Page SECTION A THE HERALD Wednesday September IMS Keep Terrys hopes high Hope That s what most of us do when a loved one is ill We hope they will get better quickly Hope what the Canadian Cancer Society is of It what Terry Pox our well loved hero offered even as cancer beat him September 15 you can keep that hope alive by taking part in the fifth annual Terry Fox run As in previous years both Acton and Georgetown are holding a fund raising run to help raise money for cancer research You can walk it or you can run it Go your own pace and cover as much of the course as you want Bnng along a friend and keep that hope brighter Cancer can be beaten What do you think of the cabinet shuffle Frankly I prefer the funky chicken or the twostep New SolicitorGeneral Cancer can be beaten T earned his post group of Tory MPs across ihc country employee was the The impending return to sender policy of Canada Post Corp will aggravate some people No one likes to have a Carefully written letter reach its destination only to come back because of insufficient postage But users of the postal service cannot have the best of both worlds and on the one hand demand that Canada Post cut wasteful spending and save tax dollars and on the other protest when measures are introduced to do these very things Perhaps the inconvenience that oversights will cause in future will be easier to accept when senders realize that the corporation is losing each year because people unintentionally or otherwise between four and five per cent of all mail The system developed in whereby recipients were asked to make up the double the difference when their mail was under stamped isnt working The charge was rarely paid because is based on an honor system by which a card was sent along with the shortpaid letter The new policy abandons tradition and is designed along with recently announced rate increases and new service charges to make Canada Post more self sufficient This objective after all is what Canadians themselves have been urging the flew System ntail postage will be returned to the have to make up the missing postage and remail it with no ad ditional charge Another switch announced along with the return to sender policy is that starting next week mail with no return address will still go on to the addressee who will be asked to pay the difference plus a administrative charge Nothing is going to happen in drastic fashion the new system will be phased in over two years starting with letters that carry less than half the required postage And Canada Post insists that the new system shouldn mean delays as shortpaid items will be looked for and returned from the point of origin and not after they have travelled a great distance Change is always difficult to accept and for a time we suspect that many senders particularly those with weighty mail will be upset when through an error in calculation they short stamp their outgoing mail But those who habitually and deliberately send let and leave the recipients to make up the shortfall will be hoist by their own petards The Canadian Union of Postal Workers has other thoughts on the new system and blames a short staffed postal system and available machinery for the losses that accompany insufficient postage But we believe however that Canada Post has taken the simplest route in an effort to save million a year All postal users should take that little extra care and tion to make the new system work Courtesy Guelph Mercury Ottawa Report 1 By Stewart Whai thai recent cabinet shuffle established beyond nil doubts Is that the youthful Perrin our new solid lor general has clearly impress ed his boss By breaking traditions and ling the non lawyer to this sensitive post Beatty now is the top law enforcement officer in the land Prime Minister has sent out a clear signal of his confidence in Ihls 36year old MP from Wellington Duff Slmcoe And you won t find many people around Ottawa even among on MPs who feel this confidence Is misplaced Perrin Beatty has been an impressive performer since he first came to Parliament back In 1973 and since he was appointed revenue mini after the government assumed office he has been easy to shine In that taxcollecting has been administered by an astonishing 11 different ministers over the last years But was well prepared for the generally thankless task He had not only been his parly s revenue critic and a good one but he led a era GOODIDEAb So came as no surprise when the prime minister named Bcatly his revenue minister But what did come surprise to many was the speed at the new minister seemed to change the direction of the depart Suddenly It seemed here was someone at the top who while wanting the government to get lis due taxes was seeing things from the taxpayers viewpoint No longer were alleged delinquents considered guilty until proven innocent No longer were taxpayers going to be forced lo fork over their money before it was established that the money was in fact owed And in a department that has Inherent morale problems Beatly went from coast to coast to hear about employee attitude and complaints He listened as taxpayers were being questioned ho talked to them in queues as ihey waited to be nerved He stood behind counters lo meet them Meantime he managed to miss few parliamentary sittings invariably treating most opposition questions with respects And he burned the midnight oil in his office frequently answering the phone himself long after employees had lefi for the night All ministers came into this talking about the changes they would make one senior employee was the only one who produced in this respect Brother did that man work CLARK SUPPORTER There very significant factor thai must be considered in relation to his promotion he was a dedicated supporter of Joe Clark in when Brian captured the leadership And while other Clark supporters were included the cabinet becomes the first to be singled out for promotion Me can therefore assume that h II the prime minister is known to reward past favors and loyalties promotion based on merit The new solicitor general also happens lo be one of the most unassuming of all ministers the only one to turn up at Hall for his swearing in driving his own van All other shuffled ministers were In chauffeurdriven cars And it s not an affectation with him He has never regarded Ottawa as a power trip 1 Ihink the prime minister dn want me lo go stale In tax pari men t by being there loo long he said after assuming his new responsibilities He didn want them 1 gel bored of me There seemed be little likelihood of thai jst as there seems to be little likelihood of il happening in the solicitor general department This is one minister who wears well THIRTY YEARS AGO The Lome Scots were victorious in the B Class Band at the Canadian National ion competition They defeated all co mers and added another victory lo their Brent is the new business development officer in He will assist in creating new jobs and in the Separate school funding sparks hostility Queens Park By Derek Nelson TORONTO A deep resentment of Injustice underlies much of the hostile reaction lo extension of Roman Catholic separate school funding Hie extension will perpetuate and make permanent advantages that ore In the main available only to Roman Catholics A teacher and member of New Democrats To Preserve Public tion gave an example of such resentment before the legislat committee here that Is defending Ihe funding The 12 five PCs four Liberals and three New Democrats follow up on what he said some point or other they are going to have to deal with it Doc tor aw said A couple of young teachers in my own district tried to get a resolution passed calling on Catholic teachers In our system to so their Jobs would be open UPSET I had a talk with these guys because I think what this does is that It fosters the worsl feelings ihe most reprehensible feelings in our society and I hate to see my own colleagues regard Catholics In Ihcir midst as aliens To me this Is so abhorrent based on my own personal history as a Jewish person that 1 must tell you that I think one of the biggest under lyingproblcms of this legislation is that it spark Invidious actions and Ideas said He s right But the reason it docs is the advantages It gives Roman Catholics In employment and education Before full funding Roman Catholics had certain advantages not available to non Roman Catholics Which was fine The systems weren considered equal NEW TIMES Now they are No longer is it fair to allow Roman Catholics lo compete on equal terms tor jobs In the non Roman Catholic public system while at the same time reserving most separate school system for themselves While il is true there are some Roman Catholics In the separate system every RC group lhal appeared before Ihe committee stressed that there had to be limits both on their numbers and the jobs Ihey did so the essential Roman Catholic nature of the separate system Is not compromised The rulcof thumb figure in a school is 10 per cent Roman Catholic citizens will have their general tax directed support of Ihe separate school system through provincial grants yet by law separate system only if the Roman Catholic system approves Thit access can be denied except partly at the secondary level there Is no return prohibition on Roman Catholics entering the public system except partly at the secondary level The committee should answer the implicit question asked by two teachers Why should Roman Catholics gel Iwo shots at education or a Job one either system while Roman Catholics are mainly reslr to just one option Im no chicken I have Joined the ranks of ihe brave and daring this week And even belter lived to tell of it Wednesday evening I floated at feet alii I ude while normal people gobbled their dinners and bufped contentedly below me For half an hour I tiny tow plane ahead This yellow plane pulled us up to just under the clouds Hey It was alright I could see Ihe flat rectan fields of green below About a dozen cows grazed oblivious to our ascent When the tow plane reached feet Ian pulled the low plug that Jolted us loose of it That warn little scary but jusl a little It like a paper air plane always descend ing Ian said from be hind me It t the most reassuring thing to tell someone on their first flight He pointed out Grand Valley below and exposed basements where the tornado had struck Luther straight ahead For every feet we were going
