mission has lined up against the proposed Ac ion quarry dump The Commission said July that dump proponents Reclamation Systems Inc must prove the dump Is an essential utility because lies in a mineral resources extraction oreo of the plan To do that RSI must Investigate alternatives to landflltlng and put ting a dump at that location to show that here is a need to use the subject properly because no suitable en vironmentally sound alternative methods or sites can be found cord big lo NEC recommendations No alternatives have been documented by the proponent to show that it Is essential to use this site for a landfill operation Therefore the proposal is not an essentia utility and therefore is in conflict with the Niagara Escarp- Plan a staff report adopted alternative methods for disposing
