the HERALD Compromise solution is just artificial Home Newspaper of Hills Established i860 A Division of Canadian Newspapers Company Limited Street Georgetown Ontario DAVID A Publisher and General Manager DAN TAYLOR Advertising Manager Page SECTION A THE HERALD Wednesday Dec cm it 1SSH Plan to make it better It s hard to believe that in a few short days we 11 be with the beginning of the end of the i960 s As we welcome the new year and all that holds we 11 also begin the countdown to the end of the decade But before looking ahead to the s we have next year to contend with and naturally that means turning over more new leafs than it would take to make a Stanley Cup contender Most people like to make New Year resolutions and often they have absolutely no intention of keeping them Resolutions are not something to be taken seriously for the greater masses So why not decide to make resolutions that are within reason and will have some significance If you re a skeptic resolve to be less skeptical If you re a pessimist resolve to take on a brighter outlook If you re eternally optimistic perhaps it wouldn hurt to lean more towards atealistic overview If you re short tempered resolve to be more tolerable If you see only in tunnel vision resolve to be more open and the list goes on The point is resolve to be just a little bit better than you are now Strive to be more in control and more aware of the feelings and needs of those around you You might be surprised to find that by improving yourself even slightly your entire feeling about the way you live will be affected in a positive way And with little effort it may result tn those around you being affected positively as well Window of visions Staff Comment By BRIAN MACLEOD Funny sitting here beside a rain soaked window staring out onto Weak Highway the effect is amazingly similar to a crystal ball Yes it time once again for the an Jean Dixon imitation What docs the future hold What in store for Halton Hills residents as the 1980s come to a close While the 70s were dubbed the Me decade it difficult to get a handle on the 80s Optimists might pessimists Here a bird s eye view of the future courtesy of my rain soaked window Sometime in 1989 the new Civic Centre will be finished However I hear there are bets on to see whether Toronto Sky Dome or our own version will be finished first My window says the Argonauts will be able to play In the parking lot of the Civic Centre before the can handle a pigskin Down at Region the dispute over the landfill site will degenerate into a wild garbage- fl fight in the council chambers with Burlington councillors hurling mountains of the green bags at their colleagues Nevertheless cooler heads will prevail and councillors will be able bury the bags no hat chela please The yea- of been nice lo Limehouse residents They lost their postal service and might be gaining a garbage dump But fear not My window tells me workers at the quarry will strike leaving the quarry to fill to the brim with cool clean water Then The Credil Valley Conservation Authority will move In When a heel is grinding a lace into the dirt what Is there to celebrate about whether the boots are soft soled or steel jacketed It is still a boot That Is why the debat over Premier Robert so called compromise solution to the Quebec sign law controversy is so artificial The Supreme Court of Canada lias already settled the key question Quebec does have thi right lo the English language All now open to question Is the of that oppression Consider For a decade citizens of Canada have been under assault for using English language to com with other Canadians One gentleman had a sign above his westend Montreal shop I hat said Allan Singer Ltd Printers and Stationers This lype of sign was considered so sevcra danger to the French language Bill 101 was passed to Its use Singer became the test or Jailed lor displaying it It Is In courts view a reasonable limitation on freedom of expression to make Singer and his Ilk post a French- language sign One has to wonder It Singer the soldier knew during the Second World War that what fie was fighting tor did not Include the right to live his life In Canada in his own language Oh It Is true the court said he can have an English language sign loo- but only so long as It I detract from the predominance of his French sigh Yet even tliat was loo much for English language signs can only be used islde windings he said and again they can be too big The slogan of French nationalism remains Frankly by allowing the debate to be framed in those terms the media courts and politicians have already Queens Park Derek Nelson Thornton Srvlc slowly and gradually rather than through violent upheavals and ins tant change So the extinguishing of the English language In Quebec will continue now endorsed by court and ment alike by judge and politician both Even a felt boot can smother you to death Peace In The New Year conceded the basic point A GIFT NOT A RIGHT That is that the use of the language by a Canadian citizen Is not a common taw right held by free men but a gift of an Allpowerful All mighty government to be used or abused government whim It is noticeable that the Supreme Court laid heavy emphasis on the rights guaranteed In the Quebec and federal Charters of Rights But those rights unlike com mon law or historic rights can be repealed or Ignored at whim through use of the ding clause for example The not withstanding clause In the Canadian Charter of Rights allow govern ments to exempt any law from the Charter by simply Inserting Into the law a statement that It will take cf feet notwithstanding the Charter In short the State permits Slnger- the rest of usto be Tree It also means the State can end its per Contrast that with the English common law tradition that once nil In this country where you are free because of the accumulated decisions of the centuries began with the signing of the Magna Carta In 1215 In such a view It is of the courts to protect your freedom against all comers In eluding the State English language Quebec has been In existence more than years Even though Its numbers have declined to eight per cent of Quebec s population from 2S per cent at its peak It has a historic claim to be visible on the face of Quebec And yet the way the Supreme Court ruled It was as though English was just another language no more or less Important In Quebec than or Swedish Only a nebulous freedom of expression phrase in two chartersone now to be ignored the other to be over ridden gave anglophone any rights at all and then no more than people speaking Swahlll or Swedish It is the Canadian way to do things and claim place lor their own One drawback the seagulls will lie there anyway Newly crowned Peel MP Garth Turner will prosper under Mulroney government Ihi Fret Trade II make Garth s trademark cowboy boots toe expensive He will trade tl leather for a pair Itccbok n order lo Leonard President SIMM Bruit Newspapers make a comeback My resolution Not having all the same ones next year If you are reading this column you will probably not be surprised to near that more people are reading newspapers these oays A few years ago communications experts predicted people would abandon their dally newspapers in favor of television and interactive computer networks which offer timesaving easy todigest lion In bitesired chunks It seems people have not been so easily sold on TVdinners of news and public affairs programming We are recognizing the limitations of analysis Or so we in the newspaper business hope The British who form part of our heritage are the biggest consumers of newspapers In the world devalu ing them faster than Harlequin romances A recent survey shows that the number of newspaper readers Is growing more quickly than the adult population as a whole Even better readers are spending considerably more time with their newspapers The survey prepared by Ihe Newspaper Marketing Bureau not a disinterested group says 7 million Canadian probably will read a newspaper today up 1 per cent from the previous survey two years ago The adult population grew by per cent over two READING MAJORITY The numbers mean lhal more than Your Business Diane Thomson Srlc two- thirds of the adult population reads dallv newspapers What Is ly remarkable though Is the length of time people are spending with their newspaper nearly one hour a day compared with minutes a day in 1988 survey For this should be good news Indeed But a note of respondents may i be telling the trulh about how long they spend reading heir newspaper Ask an in how long he spends poring over The Globe and Mail for exam pic and be II tell you he spends a couple of hours a day watch the same reader In the privacy of hit home or In Ihe local breakfast place and you see that his reading Is limited to the headlines at woral or the first few paragraphs of a few Interesting stories at best Nevertheless there Is much that la encouraging In the 19BB Newspaper Audience Data Bank survey When it comes lo weekend newspapers pec- pie spend an average of minutes perusing them up 15 minutes from two years ago The survey was conducted by Decima Research which telephoned people In 33 cities and towns and sent out questionnaires to 15 of them About half of the dally newspapers in Canada belong to the Newspaper Marketing Bureau HOT SELL Weekend newspapers are boom which comes as no surprise to Ihosc of us who spend entire Sunday afternoons reading the Sunday New York Times with Its weekly magazine and book review sections The growing popularity of the Sun day Times magazine In the East points to a publication that la sadly lacking In Canada the weekend magazine used to come with the newspaper For a number of reasons publishers the once- popular weekend magazines decided we t want to read them any more and dropped them If anything the newspaper survey shows that may be time for so meone lo bring the weekend magazine back Nearly nine million adults across the country are reading Saturday or Sunday newspapers compared with B million in 1986 the survey estimates I bet that even more would read a weekend magazine 30 years ago The Christian reformed church has been without thejr own minister since the opening of ihe church but arrangements have now been made and they arc
