late In order to build the landfill site in Milton Halton will likely have to expropriate the land of nine farmers at a cost of almost million The site is expected to cost million to construct and operate over its 20year life span In one telling paragraph in the decision the board seemed to in dicate a bias on Haltons part towards the Burlington site Many of the citizen witnesses ex pressed frustration about perceiv ed unfairness of the process When the board examined the Regions approach it was not difficult to find examples of actions that ap peared unfair The board then listed eight dif ferent areas in which acted with a perceived bias towards the Burlington site Collectively they could be taken to suggest that the proponent in this case prefer red Site Burlington before during and after the environmen tal assessment process and throughout the hearing Milton will fight decision The town of Milton will definitely appeal Fridays Consolidated Hearings Board decision to ap prove a Regional landfill site on Highway south of Britannia Road Milton Mayor Gord Kranz said Tuesday afternoon that the town has struck a committee to decide the best course of action If Milton wants to appeal the decision it must do so within 28 days The town or any private citizen can appeal the decision to the provincial Cabinet or through the courts Mayor Krantz said public reac tion has mobilized in Milton against the decision Certainly they couldnt have made a worse decision he said I disagree with the decision per cent The Milton site was chosen over the smaller site in Burlington which Is located right next to recently dosed down site Burlington residents at Alder- shot say they have been accepting garbage in one form or another since Mayor Krantz believes the Con solidated Hearings Board will have a hard time justifying their deci sion I suspect it might have been as simple as flipping a coin he said of the boards decision The feeling that its Miltons turn to accept garbage prevailed throughout the 18month hearing although it was never specifically indicated by the board members themselves said Mayor Krantz Burlington politicians were the most surprised in the Region that their city wont be getting garbage for the next 20 years said Mayor Krantz Milton will not accept the boards decision carte blanche said Mayor Krantz SAME DAY TAX RETURNS Guelph St Georgetown Miltons committee Is meeting with its lawyers this week and the town expects to make a decision on how to go about appealing the deci sion within a week to 10 days This wont be the first time Milton has appealed a provincial decision to put a landfill site in its backyard In 1979 the Toronto Municipal Board approved a huge landfill site at the corner of Road and Britannia Road in Milton But Milton residents along with the town fought a long hard legal battle to overturn the OMBs deci sion It is not surprising therefore that the public often expressed their perception of a bias in the process to the detriment of both the process and public support for provincial policy in this area Mr said be was just glad the Region took two sites for ward to the board despite the boards criticism of that decision It was Mr Pomeroy who broke a tied vote several years ago resulting in a decision to take two sites forward with the Burlington site named as the preferred site Halton is the first municipality in Ontario to feel its way throughout the hazy Environmental Assess ment Process Throughout the pro cess was repeatedly sent back to complete more studies in eluding at one point a search for Indian arrow heads under the cultural aspect of the act Chairman Pomeroy called the landfill the most difficult issue hes ever faced politically and per sonally He plans to appear in front of Milton councillors to discuss the landfill issue on March MARCH IS RED CROSS MONTH The Council of the Town of Halton Hills proclaims the month of March as RED CROSS MONTH In the Town of
