propor tion to their share of the company As well the property tax assess ment of publicly owned corpora tions and the receipts of telephone and telegraph companies will now be divided between the boards of a particular municipality based on the residential and farm assess ment of that municipality The only part of the current system left unchanged is that private companies sole pro prietorships and individuals can dictate to which board their taxes be directed The government decided to im plement the changes over a six- year span so that all of the pro vinces boards can adjust appointed the In stitute of Environmental Research Inc last January to find out how residents feel about an Energy From Waste EFW pro gram the Region wants to begin The purpose of the survey is to measure the general publics views and attitudes toward waste management issues in the Region and specifically the level of sup port for EFW the Regional report says As a result of the survey Regional waste management director John said the Region will postpone our efforts on incineration until the reduc tion of landfill is analyzed He said the move wont exclude incineration but will allow the Region further study But Milton Coun Bill Johnson reacted strongly to the directors announcement going on the back burner he said Are we going to back out of recycling somewhere down the line he asked Regional coun cillors Coun Johnson said the EFW program should be a top priority in the Region Region is involved in a Ministry of the Environment man date to increase recycled garbage to per cent in 1992 and to per cent in the year 2000 The Region presently recycles per cent of its waste a figure Mr MacKay says is very aggressive The per cent recycling is a new target for us he said We dont know
