connection with charges of criminal negligence causing death laid after a past director of the North Association for the Dcvelopmen tally Handicapped in Georgetown died in a twovehicle collision last May Margaret was pro nounced dead at Sunny brook Hospital May after the car she was driving collided with a truck and then a light standard at Steeles Avenue and the James Snow Parkway Halton Regional Police said at the time of the incident that the accident that the accident was connected with faulty brakes in the Ford Crane boom truck that collided with the 1985 Plymouth driven by Ms Candless The truck proceeded through the intersection where Ms McCandless vehicle had the right of way said police Snowracer stolen Police say somebody stole a childs black snowracer valued at from a driveway on Morris Street in Georgetown between am and5pm 3 Heres how tax dollars are allocated I have previously mentioned that the Halton North area received numerous grants designed to im prove the social services ir the areas of Milton and Halton Hills These special grants have expand the services to the local residents in need of special help However most grants do not take this form but rather are in the nature of commitments from one level of government to another The federal government pro vides the provincial government with monies to help fund health education The provincial government provides monies to help the various levels or municipal government provide roads sewers and water welfare and library services Municipal governments collect taxes for the school boards and contribute to some conservation authority pro jects As well as these various specific grants the province pro vides unconditional grants to school boards and municipalities to provide operating funds The area of municipal roads is a good example of cialmunicipal joint funding A great many municipal roads are built with what your municipal councillor would call fifty cent dollars What he or she would mean is priorities and then the ministry will determine what it can fund over the whole province The province then agrees to pro vide a certain percentage of these capitalcosts with the individual school board paying for the re percentage In this case the size of the tax base available to each board determines the percen that the province will pay A small board up north will get a much larger percentage than Scar borough or Halton The sums of money that are distributed in this manner are huge In North Halton alone the provincial government has con tributed grants which will stimulate million of school con Regional water and sewage projects received 8889 grant allocations of over million and a further million was pro vided to help with waste manage ment programs In and 1989 the Region with Hills and Milton received allocations of over million for road construction and maintenance projects as well as further grants of over million ai a supplementary allocation after the initial announcement The recent improvements that were announced for the GO transit rail service in Milton and Georgetown are 100 per cent fund ed by the provincial government and will amount to million in the next five years In the Region of Halton alone the provincial ministry of transportation will be providing allocations for provin cial Regional and town roads and other transportation im provements that will amount to ap proximately million during the next five years This money is in addition to the operating grants given every year to the school boards hospitals libraries and Regional social ser vices This is money to help pro vide what we all think of as basic services to maintain our present standard of living Every extra we ask for costs more and the operating costs go on year after year The last five years of the 1980s has seen improvements in both the basic and specialized services that are provided to the citizens of Halton North The next five years are going to see a very careful ex animation of requests for new vices The questions Do we need if and Can we afford if are going to be very prominent in everyones mind Government with their economic forecasts
