when provincial govern ministry of environment will release an outline of its con cerns about the Reclamation Systems Incorporated s proposal to build a dump just south of Acton near a plainer told an audience of about 50 Wednesday night The full report is expected to be released by the end of March Mr Tim Sharp told those attending the general meeting of Protect Our Water and Environmental taken a very tough line on garbage disposal pro posals in making sure they abide by all parts of the Environmental Assessment Act said Mr Sharp The beauty of the act is that it considers not only the technical aspects of a proposal but also all others however remote said Mr Sharp If the dump potentially affects the water supply 20 miles away this will be taken into account he said Mr Sharp will decide if criteria RSI used to select the Acton site over others was rational reasonable and logical He has to decide whether the chosen hard rock quarry site is the best of other alternative sites such as a heavy soil landfill site or a sand and gravel site About 30 reports from related review agencies including the re cent technical report will be used to assess the proposal under theEAA said Mr Sharp The 68page technical report is highly critical of seven areas of the RSI proposal including surface water impacts ground water site design land use socioeconomic impacts blastingand air quality Audience members expressed concern that if the RSI proposal is rejected another proponent could make a proposal for the Acton site and start the process all over again This possibility would depend on how much damaging evidence is in the report There is no legal way of stopping another group from ing a proposal but if the RSI pro posal is rejected its unlikely this would happen RSI has surpasses its crime solving goals B the Herald The per cent goal for solving crimes in District One of the Halton Regional Police was not on reached but surpassed Staff Sergeant Mike Eacrett said The goal was set by the police of ficers early last year and at the end of the year per cent of all of Hills and Milton s crimes were solved Staff Sgt said statistics Another category possession of stolen property was also affected in a similar way he said Forty cases were cleared although only 42 cases were reported last year The excess clearances were probably cases from he ex plained although this year statistics show over per cent solved Seventy five per cent of the rob beries in the district were solved Staff Sgt said nine of the cases were cleared Auto thefts were solved half of the time twoyear contract that was ratified by the Halton English Teachers Catholic Association Jan 23 The school board will have their negotiators recommendation to ratify the agreement when they vote on Jan Steve Balough the board senior administrator for human resources said The teachers ratified the agree ment by a vote of per cent in favor and 32 per cent opposed to the contract the association chief negotiator Jerry Keyes said Mr Keyes said the Halton catholic teachers will now be paid the same as their public school counterparts The agreement states a new teacher with only a university degree and no experience will make a starting salary of Mr Keyes said There are also salary ranges reaching up to a teacher having 12 years of experience and an upper salary limit of 286 Mr Keyes said The contract also states that per cent of the job benefits will be paid for by the board he added Specifically in the second year of the contract class sizes will be altered to a limit of 30 students in an advanced level class 26 students in a general level class and 24 students in a basic level class Mr Keyes said The teachers will also receive an increase in pay similar to the Consumer Price Index Mr According to Mr anothercreated several commit tees to took at the organization of the school day The twoyear agreement is retro active to the beginning of this school year Sept 1 Mr said Both negotiating teams appear to be satisfied with the contract Mr noted there is viously a large group of teachers who are not happy with it but a majority of our teachers are hap py with it Both
