THE HERALD OUTLOOK Saturday February 17 1990 Travel South Africa will soon be a tourist destination The thriving tourist industry in South Africa stands to benefit substantially from the govern ments recent legalization of 36 lef tist nationalistic and other organizations such as the African National Congress ANC and the Communist party Some Western governments in cluding our own had attempted to stop foreign travel to South Africa by expelling the representatives of the South African Tourism Board and revoking landing rights of South African Airways The stated purpose was to pressure South African authorities into ending the segregation laws laws that have largely fallen into disuse to judge by the thoroughly integrated clientele at most hotels restaurants places of entertainment and the like This months unbanning of the ANC however seems to have been accepted as a major symbolic change that may very well lead to an early resumption of normal relations between South Afnca and its externa critics If that comes about it will be welcome news to the estimated South African blacks employed the tounst trade and the additional whose jobs depend indirectly upon tourism Theres an interminable debate as to whether tourism does or doesnt help to combat the hated official policy of segregation on the basis of race People such as our externa affairs minister Joe Clark believe in trying to weaken the South African economy through sanctions until the government in is brought down Others no less strongly op posed to apartheid are convinced that whatever helps South Africas ASK KATHY nonwhites economically will also contribute to the growth of their political clout MORE VISITORS In any case the outward signs of racial segregation in South have been falling steadily for several years as the inflow of foreign tourists has grown not on from Britain and Continental Europe but from North America as well Its always risky to speculate about the motives for other peo ples travel choices but one factor does seem to be a desire to see and judge for oneself The evidence One of the most heavily patronized sightseeing tours in Johannesburg is the one that leaves at 10 a daily from the Carlton Hotel for an allday visit to the sprawlinp suburb called Soweto The usually tour guided by a member of the Soweto civic administration shows participants not only the squalid shanties of the unemployed which are featured in every story about the horrors of Soweto but also the plentiful middleclass houses with gardens and garages and the lavish homes of professionals entrepreneurs and celebnties such as Winnie Mandela and Archbishop Desmond Tutu seldom in residence since his church duties tend to keep him in Cape Town Political and economic con siderations aside visitors to South Africa find that their holiday budget goes relatively far The South African rand was worth cents Canadian at last monthend roughly onethird of Its exchange rate of a dozen years ago A top hotel in a large city charges about Canadian double occupancy HEAVY DEMAND The tough part is getting space says Ernie King a former South African and head of the Toronto travel agency bearing
