orchard Mr Gallo explained the tern residence is needed to house the seasonal workers he hires as apple pickers Mr Gallo said the workers are needed because a leg injury he sustained about a year ago in a car accident prevents him from picking the ap ples himself Until Monday the building wasn t zoned for housing Mr Gallo told councillors his leg is healing and should be completely healed in about a year and a half On this basis council decided on Iv to allow the temporary residence for a year and a half in stead of three years as Mr Gallo had originally proposed Mr Gallo said he required the residence to also house the workers during the offseason for general maintenance around the farm and to do the pruning of the trees Town staff had opposed the ap plication because the proposal con the Region official plan because the orchard is only 10 acres and thus the residence can not be considered as necessary for the economic viability of the farm said Mr Prasad He also indicated that the Ministry of Agriculture and Food opposed the proposal because the residence wasn located close enough to the main farm But Coun Anne Currie disagreed with the ministry saying the residence is needed to accommodate farm help The town staff also argued that the residence isn t compatible with the neighboring residences because it is adjacent to whereas the neighboring residences are substantially
