THE HERALD Turner admits to having moments of doubt As regular readers will know by now I have my moments of doubt Usually they come in Ottawa where things seem to spin out of control at the drop of a hat Over the last few the rollercoaster bucked and dived the doubts deepened With so many people pointing their fingers at each other right now how can any of us know what or believe I think its time we all stopped trying to predict the future went home and started talking to each other Listening to my own advice that s exactly what I m doing and will continue to do for the next while The special Town Hall meetings now on the future of Canada are part of that So are the visits and calls I making Some say a close association with Quebec is possible and that the tional economy will motor on as before But others thought it was wrong to declare Quebec a distinct society and that if the province won t do as we say then it should separate completely with its own full powers and army This by the way is exactly what the separatist Parti advocates Then there are those who say they would use force to keep Quebec as a part of Canada Final ly there are those who tell me that while they feel sad for Canada they feel happy for Quebec because after years of trying to be just one province among many it is now moving to one nation ing within another So far no consensus Minister pays visit to Georgetown for NEC getacquainted session In what amounted to nothing more than a get acquainted meeting between the province s Minister of Environment James Bradley and the Niagara Escarp ment Commission NEC Thurs day in Georgetown the minister said he would put forward a series of proposals to cabinet that would better meet the NEC needs I m more than satisfied the minister will make to pitch But whether cabinet accepts it is another matter said NEC tor Borodcvzak after the meeting The minister t specify what the proposals would be but Mr Borodcyzak said he was convinced they would address the NEC need for more staff and money I think the NEC is somewhat undernourished said Mr Borod cyzak We had a tremendous increase in our workload in the last while And now that the NEC is recognized by the United Nations as a biosphere reserve more at Ballinafad News James Bradley tention is focused on the and the demands on us have increas A biosphere reserve is recogniz ed as an area with ecological significant landscapes adjoined by areas of human use according to the UN As well the commission is con sidenng the possibility of holding more meetings which costs money he added Mr Bradley attended the NEC meeting primarily to assure the commissioners that the MOE is pleased to have the NEC under its jurisdiction I ve always felt the natural place for the NEC was under MOE said Mr Bradley The provincial government transferred the NEC from the jurisdiction of Ministry of Municiapl Affairs to the in May I think the NEC and MOE can mesh together said Mr Bor He explained that the Niagara Escarpment plan is a land use and environmental plan but greater emphasis should now be put on the environmental aspect of the plan Were not denying development but we want to ensure that it s environmentally safe said Mr Borodcyzak Mr Bradley also assured the commission that the ministry would consult with the NEC to determine the terms of reference for the upcoming review of the organization s five year plan Discussions just recently begun between the MOE end the NEC and Mr Borodcyzak expects the issues of aggregates on the escarp ment and severances to be two mam considerations Maybe the Canada Book can serve a small role in bringing peo ple together Maybe other MPs will do the sameand we can stag through this wall of non communication that surrounds us But to work at all there must be many pages so I ask you this Over the course of the next few days please take a moment to wnte down on one sheet of paper your thoughts about what Canada is and where it should be going now that all these changes have taken place If you have children please ask them to do the sameafter all they have the biggest stake in this thing Then send your sheet of paper to me at Main Street South Georgetown and the Canada Book will start to take form I know this small project is not going to save Canada It may not change anyone mind In the end it may just not matter But it could make each of us more aware of our country and our future Perhaps ten minutes of quiet thinking about Canada will help clarify what unites us and what we cannot accept And your thoughts will certainly help guide me As a Member of Parliament at this point in our country s history I feel a great responsibility I need to step past the silliness of Ottawa past the political posturing and past
