THE 11ERALD Retirement development receives lukewarm reaction from council a massive retirement develop ment proposal calling for between 3000 and homes on acres bordering Hills along Winston Churchill Boulevard near Terra received a lukewarm reaction from Caledon council Monday night at the first public airing of the project A majority of the six member council expressed concerns about the legality of a housing project open only to retirees the social and agricultural impact of the development on the surrounding area and the availability of water and sewage services Halton Hills planner Glen Well ings has said that if the town of Halton Hills is asked to comment on the proposal the planning staff would be most concerned about the developer wanting to use the town water The town has enough difficulty servicing its own urban area he said The developer David Rice of West Properties Limited explained that his company plans to build a water treatment plant on the site He also said there is enough water on the site to service at least the fust homes The company is considering servicing the other homes from wells located just south of Terra Cotta or in Halton He didnt open to all students in the gifted program Her short story was entitled The Third Millennium Convention on the Future Students were encouraged to use the imagination and to predict a personal perception of what the world might be in the next millen nium The contest was held in two categories Juniors Grades and and Seniors Grades 8 Rachels story displayed im agination and indepth perception and contained over 7500 words The story centered around the technological advancements in the world with respect to computeriza tion and mechanization of the very basic things of life The story was acclaimed by Rachels teachers especially Mrs Keller who is her enrichment pro gram teacher Mrs Keller has said she is eagerly looking forward to getting Rachels story published in book form Rachel said We were doing a unit on futures We looked at movies read books held discus sions on the topic and then I put my ideas on paper like writing stories which have mystery and quests My finished to years to complete The recreation part of the pro ject is what sells the homes said Mr Rice We are appealing to ac tive retirees he added Only Councillor Dick Pallett expressed real support for the project saying The calls Ive received have been positive and the people look forward to helping to implement it the project he told Mr Rice Caledon Coun John Alexander suggested a development in which only retirees have access is a form of discrimination Mr Rice agreed in principle with the councillor s comment but explained that cer tain developments are designed to meet certain needs Coun Cowieson called a community with only one age group as a form of ghettoization The coumcllor challenged Mr Rice to disprove her claim in the face of extensive research proving her point Mr Rice said he would provide her with proof and added that peo ple attracted to this type of com munity would be active and com minded Caledon Mayor Emil ex pressed concern that if the pro vince made caring for the elderly a municipal responsibility sometime in the future the proposed high concentration of seniors could break the bank But Mr Rice said seniors who were not independent wouldnt want to live in the retirement com munity Instead they would prefer to live near their children Other aspects of the proposed development include a shopping mall a shuttle service and private garbage pickup road maintenance and snow removal Mr Rice told council Council decided not to make any decisions concerning the proposal until the towns planning staff con ducted further studies on the viability of the
