qualifications unemployed ap plicants a person who is working but requires welfare assistance will not be eligible Mrs ex plained However in another municipality a family in which the wage earner is employed can receive topoff assistance she said Mrs explained that there are ways to make more families eligible for welfare assistance Although the head of a family may be employed the unemployed spouse can qualify for assistance she said Its not one way or another in said Mrs Ewart She was unable to name the ex act procedures followed by other municipalities but said he pro vince is split on the issue Although the province has made a committment to clarify the wor ding of the legislation the issue of some eligible families being denied assistance because theyre still remains unresolv ed
