Murzin explained that sometimes the Niagara Escarp ment Commission interprets the plan one way while a provincial ministry interprets it another way In this instance the commission is sometimes unsure how it should proceed he said During the review process the commission will look at ways of changing the plan to avoid these kinds of pro blems explained Mr Once the open houses are com and comments are received from various government and non government agencies regarding the plan Mr said formal public hearings will be scheduled concerning proposed changes to the plan The hearings won begin
