position of Deputy Commis sioner As one of three deputies he assumes the role of provincial commander of investigations Deputy Commissioner Piers and his wife Judy live with their two children Melanle he joined the OPP serving 11 years as a constable at Chatham detach and two years as a corporal at Snelgrove The forty seven yearold native of Nova Scotia receiv ed his first indepth exposure to police investigations in 1979 when he transferred to the rackets branch in Toronto as an acting detective sergeant Assuming the rank of detective inspector in piers was dispatched to the newly opened criminal investiga unit in London In and he held the directorship position of super ntendent in both the registration and criminal m vestigation branches at OPP headquarter in Toronto In June of 1989 Piers was pro moted to the rank of chief superintendent and named com mander of the special investiga division Piers asked to comment on his new position said In providing effective management of the Court decision in the Duarte appeal case as an ex ample of how police are having to change the way they do business significantly The court rules that surreptitious electronic surveillance of an in dividual by an agency of the state without prior judicial authorization violated Section 3 of the Charter of Rights and Freedoms in that it constituted unreasonable search and seizure As deputy commissioner he replaces Murray now chief of Sarnia Clearwater Police Igloo program to expand Halton Planning and Public Works Committee recommended Wednesday the Region spend ap proximately 000 to imple ment a permanent and expanded recycling igloo program The recommendation will go before Regional council day for final approval Just over 000 will go towards the purchase of the loos themselves and 50 000 will be used to pay for the program s collection system The bell shaped igloos first ap peared in Halton s parks at GO stations and in parts of the Region s rural areas last May The containers are for such recyclable material as newspaper glass and cans ac cording to a Regional staff report The report indicates tonnes of recyclable was col lected but this figure will jump to 750 tonnes this year under the ex program The expanded program will see igloos put in Glen Williams Nor val and Speyside according to Regional staff The expansion will be concen trated in the rural areas and near GO stations Fewer igloos will be put in parks staff told the com mittee The igloos parks were poorly used last year and of the matenal found in those igloos a lot of the materia recyclable Teachers come to terms The negotiating committees of the Halton Roman Catholic School Board and the OECTA Ontario English Catholic Teachers Association and A E F association des fran cophones de 1 Ontario Elementary Unit as well as the OECTA Secondary Unit have each accepted a Pay Equity Plan Although there are two plans the components of each plan are identical The plans are in compliance with A E O units have held information meetings with their memberships on February and Fire Hall chosen over arena Acton residents are likely to receive a new fire hall this year but will have to wait at least another two to three years before getting a new arena The Town budget committee which is comprised of Town cillors decided Tuesday to ap prove in principle the million for a new fire hall in the capital budget Since the Town must borrow the money to fund the project Halton Hills residents should ex pect their tax rate to in crease by 2 per cent over what it would have been without the Fire Hall according to the preliminary 1991 capital budget forecast The percentage increase would have been another 7 per cent if the million arena had been ap proved Town Mayor Russ Miller called this percentage ridiculous when it was first presented to budget committee earlier this month The Mayor had predicted before Tuesday s meeting the arena would have been approved over the Fire Hall But Wednes day Mayor Miller explained the Fire Hall was preferred by the majority of committee members because the land is available and the new hall is needed to house a new pumper truck The current Fire Hall is too small for the pumper truck said the mayor Mayor Miller also stressed the difference in price between the two capital projects was a deciding factor Budget committee decision still must go
