the Approvals branch report says engineering could make the landfill safe the report also indicates that the quarrys proponent Miltons tions Systems Incorporated did not incorporative a minimum standard for ac ceptability into the study This is considered to be a weakness in the proponents environmental assessment of the site Objections raised in the ap proval branchs report include the fact the branch agree with the proponents assertion that there is necessarily a need for the proponent to provide land fill capacity at the Acton quarry The report suggests that in stead of attempting to use the quarry as a landfill the alter native of doing nothing with the quarry could be considered These assertions are qualified by the report that states it s not for the Approvals branch to pass definitive judgement on the issue of the quarry being used for something other than a dump Although Ms Halsall said the suggestions in the report concer alternatives are positive they dont carry much weight Its just an example of passing the buck off to someone else she said The Approvals branch Is just one of several agencies including the Ministry of Natural Resources Halton Region and the Town of Halton Hills that will comment on the proponents en vironmental assessment of the project Once all the reports have been completed they will become part of a comprehensive report to be published by the MOEs En vironmental Assessment Branch Once this document is completed it will be forwarded to the Minister of the Environment RuthGrier for review RSI president Walter Graziani said Wednesday he prised with the Approval bran s findings Mr Graziani said the enginer ing work is no different that that being done by Halton Region to build the Regional landfill in Milton In addition he said some of the work Region must do to redirect water flows into the Region dump is provided for at the Acton quarry site by natural features Asked why RSI doesn t choose to leave the quarry site as is he said this action t make The feasibility studj RSI did in 1986 showed the quarry would be a good location for a landfill therefore it only makes sense to try to build a landfill since the province needs
