Page THE HERALD Wednesday May 1991 Money Matters Encouraging signs for North American economy Slowly haltingly the North American economy is emerging from the depths Signs are few but encouraging The April unemployment rate in both Canada and the United States dropped business con fidence soared to its highest point since in the first quarter and housing starts rebounded in April from a month earlier But consumers are still gloomy doubtful tha the is over For some parts of the country they may be right On Friday Statistics Canada reported that Canadas jobless rate dropped to 10 per cent in April from 10 5 per cent in March I called Philip Cross Statscans chief of current analysis to see how he interpreted the drop Its a sign the worst is behind OSBORNE DECOR Custom Mode Verticals Drapes equivocal he caution ed That does not mean the recovery is here UNUSUAL PATTERN Two forces combined to lower the jobless rate he noted more jobs and few people looking for them The labor force shrank because people became discouraged and dropped out The number of discouraged workers grew from the previous month he noted The pattern is unusual Typically the unemployment rate continues to rise early in a recovery That is because people who had given up looking for work begin again swelling the labor force This causes a tem porary bulge As well new jobs were concen trated in the lowestpaying sector of the economy part time employment in the community business and personal services sector Other sectors showed lit tle change I would feel better if the goodsproducing industries pick ed up he said Instead employ ment was down indicating that there is still a bit of inventory overhang before they start pick ing up On Thursday the Conference Board of Canada released its quarterly confidence survey Business confidence leaped The percentage of business ex ecutives who expected the economy to improve m the next six months jumped to per cent in March from 4 per cent in December the survey shows Thats the most confident business people have been since 1984 the Conference Board said CONSUMERS DOUBTFUL Consumer confidence though was little changed from the previous quarter Only 18 per Co situation to improve over the next six mon ths The exception was British Columbia where consumer con fidence rose What does it all mean Likely that the economy will roll out of recession sector by sector region by region in much the same way it rolled in So far auto sales have yet to improve This is critical because cars drive the North American economy Chances are Ontario and Quebec will bounce along the torn for some time yet before recovering British Columbia and Alberta will lead in economic growth over the next year or so Fortunately the prospect of a rolling recovery augurs well
