to its original Teport on the effects the design would have on the sur environment The residents have bad the last week to review the addendum Contacted Wednesday Mr Minns said the addendum lacks necessary information to assess whether the environmental con cems the three have regarding the design would properly be ad Only when the Town carries out the studies outlined in the and the results prove accep table will the three drop their ob jections to the road reconstruc tion design he said By finding the addendum un satisfactory the possibility exists for the three to request at some later date the reconstruction project be subjected to a full en vironmental assessment under the province s Environmental Assessment Act If a full assessment is earned out then the project would be delayed from going ahead beyond the scheduled start up time later this summer The residents have concerns over the impact the road con could have on the dor landfill site located in the area Other concerns include stormwater management and water quality discharge in the Credit River erosion and sedimentation control and ade quate protection for fish in the Credit River and the extra trees The addendum report calls for various consultants to be hired to investigate these concerns and make recommendations on how the road reconstruction design should be changed Mr Minns described the dum as premature because the studies have yet to be completed Town Engineer Peter Linn said he surprised at Mr Minns description of the addendum report Asked if he thought the dum report should have been published only after the studies have been done Mr Linn said no The Ministry of Environment told the Town exactly what to in elude in the addendum said Mr Linn The MOE more or less wrote the addendum he added Mr Linn said the studies will be completed at the very latest by early August but he is hopeful they will be completed by an earlier date Inexperienced drivers death on wheels By LISA BOONSTOPPELPOT The Herald Inexperienced drivers are kill ing themselves and their passengers say members of two police oriented association which are calling for the govern ment to restrict licensing privileges The Police Services Board of the Halton Regional Police and the Traffic Enforcement Management Group a sub committee of Ontario Chiefs of Police Association stated the recent deaths of teenagers in car crashes has to light the fact that new drivers need more experience before they should be allowed to drive with full privileges There should be a leash on young driver s until they gam ex penence said James Grieve a Burlington realtor and councillor for Halton Region who sits on the Police Services Board a five member board made up of elected councillors and provin cial government appointees New drivers shouldn be allow ed to get their license and take off the next day on a trip with a bunch of people in the car Sergeant Carey Smith the media relations officer for Halton Regional Police Service was at the June 25 meeting when Mr Grieves suggested the board should urge the Ministry of Transport to place more restne tions on learning drivers The government has to do something he said Something has to be done to prevent this ter loss of life He explained the board is restrictions such as no driving at night no driving with passengers in the car no driving on highways and no driving unless there is a licensed adult in the car be placed on a new driver for a oneyear Then as the driver ex progresses the tions would be dropped he said So far the board is only urging change The Traffic Enforcement Management Group made up of police officials and representatives from across On tano has outlined a new concept for change which will be presented to the Ontario Chiefs of Police association within the next two weeks If accepted by the association it will be sent to the Ministry of Transport Their suggestion involves levels of learning which each new driver young or old must pass before they receive an uncondi bona drivers licence Passing all the levels could take up to a year anda half Group member Sergeant Ken Bonham of the Regional Police Service explain ed Level One is for everyone at tempting to get their license not just the teenager To enter Level One a person have to be years of age or older and pass visual and medical standards along with a written test At this level he said would always have to be accompanied by a fully licensed adult and t be permitted to have passengers in the car driver over 90 km on the highway or have a blood alcohol content over zero If for a 12 month period the trainee remained accident and conviction free he could pass into Level Two said Sergeant Bonham New driver s could shorten the Level One time penod to six months with takes away the idea that when so meone gets their license they can do whatever they want If this were in place they d have to realize they re a learner for a year and a half said Sergeant Bonham Secondly it allows students to be able to drive to work without allowing them to carry passengers Sergeant Smith said the graduated license system is in place in Australia and in the American states
