mission Thursday to build a pum on her farm despite taking a backwards approach to the process In accordance with NEC guidelines Ms was supposed to approach the com mission to obtain a development permit before building the pum phouse NEC guidelines stipulate a development permit is required to construct a building in an agricultural area on the Escarp ment if the building s location is less than 300 feet from the middle of the roadway running alongside the property According to an NEC staff report the is located less than feet from the the Eighth Line which runs along the property Therefore a development permit was required Neighboring property owner Kent who spoke at Thursday s commission meeting successfully used this apparent to try to persuade the commission to postpone issuing the development permit Mr argued NEC staff should do a site inspection of the building before consideration is given to the issuing of a develop ment permit Mr is concerned the pumphouse operation could have a negative impact on his well NEC staff recommended the development permit be issued because the building meets all health and servicing requirements and won t have a negative impact on the surrounding environment Ms Mulholland told com the building was con without the permit because she was under the a permit required Ms said officials with the Town of Hills informed her no permits were required to construct the building Mr however questioned Ms slack of knowledge about the need for a development permit He referred to a Mav let ter addressed to the NEC a copy of winch
