third reading in the Legislature on November 21st Proclamation is expected to happen sometime in the last half of 1992 The need to replace the former patchwork legislation had been identified by members of the public who lacked confidence in the complaints process and by the professionals who realized the system was unworkable It was also essential to give mid wives the unequivocal nght to practice and to establish dards for midwifery and the six other unregulated audiologists tians medical laboratory technologists occupational therapists respiratory therapists and speech language pathologists After the first and second readings of the in the spr the package was referred to the Standing Committee on Social Development for public hearings clause by clause examination and amendment Some of you met with me at that time to discuss your recommendations about the acts that affected you and many of these changes were in into the legislation Some of the more significant amendments include revisions to clarify the tions between conclusion and diagnosis and assessment a new clause to protect the public from significant physical harm caused by unregulated practitioners or practitioners who exceed their scope of prac a Patient Relations Program for each College which must in clude measures for preventing or dealing with professional miscon duct of a sexual nature various changes to individual acts regarding title protection and scope of practice The RHPA offers several advantages more effective protection from harm for the public greater accountability on the recognizing volunteers or giving tax credits to those canng for elderly parents I ve been asking for all of this I wish the debate over the Con stitution would end soon We have proposals eleven first ministers at least seven commit tees and two founding cultures Maybe It time to throw them all in the blender and come out with one Canada wish that next year people sing the national anthem O Canada loud and proud New versions are being sent next week to every school in Halton Peel and in Canada Listen to your radio on New Year s Day when the music is released Don be bashful sing along I wish for a happier House of Commons next year with less partisan bickering posturing and strutting I wish for a kinder gentler and more intelligent Question Period That shouldn t be hard I wish that Canada gets its books better balanced in 1992 with more spending cuts a much lower deficit and the hope that taxes can start to decline once we get a handle on the debt I wish justice for the aboriginal peoples more land claim settlements more dignity more decision making power within the laws of Canada It s time native leaders stopped fighting with political leaders- this is a heck of a big country
