Those who pollute must take responsibility for their emissions. We will work with other jurisdic- tions on a coordinated climate change strategy, continuing to push the federal government to move forward with a national plan. Within our first year in government, we will develop a plan for Ontario to meet climate targets of 20% below 1990 levels by 2020. We will make transit more affordable by freezing fares. Ontarios NDP will achieve this by taking on half of the cost of operating municipal transit systems. By offering to split costs, we free up funds to keep fares low, but also give municipalities the money they need to improve service and make capital invest- ments. We will also move forward with plans to expand our transit system as proposed in the Big Move plan, and well be making more announcements on this topic as the campaign progresses. The Liberal closure of Lakeview Generating Station was equivalent to taking 500,000 cars off Ontario roads. The number of smog days in 2010 was the 2nd lowest on record. Between 2004 and 2009, the levels of fine particulate mat- ter dropped by 33% in Oakville. In August, the Ontario Minister of the Environment announced a new pilot project that will bring together local stakeholders to plan and implement a strategy to improve local air quality. C4CA asked Scott and the NDP whether they will honour this commitment. More than a month later, the community is still waiting for an answer. It wasnt until the contract was actually awarded for the Oakville site and C4CA was created that Mr. Flynn finally got how serious we all were about stopping that plant. When the TransCanada contract was, thankfully, stopped, he talks about it as his proudest moment as an MPP. But then he let Oakville down again. The PCs supported the proposal for a 1500m safety zone between power plants and homes,but Flynn let his private members bill die, promising something better another bureaucratic taskforce that will once again delay real action on air quality. We need a clean environment and a strong economy. Only a PC government can be counted on to deliver both. By doing this, GPO will reduce the use of fossil fuels in electricity genera- tion to a minimum. Secondly, Green government will introduce strict industrial emissions control. This will be done gradually to give Ontario indus- try time to adjust. In the long run this will make our industry more competitive. Thirdly, GPO will implement very strict emission requirements on all vehicles made, sold and driven in Ontario, including all trucks traveling through the prov- ince to other destinations. Finally, Green govern- ment will put strong political pressure, directly and through the federal government, on the US Mid-Western states, to force them to reduce their industrial emissions.
