Harris listed co-op developments as an exam- ple of the housing that may best help. Scott said that, if elected, he would support the Canada/Ontario Affordable Housing Program, but said more people need to be kept from falling into poverty in the first place. A PC governments policy on not raising taxes and reducing hydro bills would help, he said. Flynn said the Canada/Ontario Affordable Housing Program is effective, measurable and should be expanded. He called the program, which is being uti- lized by Habitat for Humanity, the best method to move people toward true home ownership and away from government dependency. Sprague called Habitat for Humanity a great program, but called for more density in its build- ings stating not everyone wants or needs a house with many being just as comfortable in a small apartment. She also spoke of the need for mixed- income housing. Candidates were asked if they would assist in unfreezing funding for the Special Services at Home Program and the Passport Program, which provide assistance to parents caring for children with autism, Down syndrome and other special needs as parents, whose children require constant attention, must pay for the ser- vices themselves, jeopardize their savings or stay at home. Scott advocated eliminating bureaucracy, which one audience member said is using as much as 50 per cent of program funding. I dont think it would be hard to suggest that money would be better used if it was actually used to help people, said Scott. Harris said he, too, would work toward the same goal. Flynn said the programs were introduced by the Liberal government and were going to be implemented to all families on a gradual basis. The plan hit a snag, Flynn said, in the 2008 global recession. There were a lot of programs that were promised, there were a lot of ideas, in business and in our own lives, that were simply put to the side while we recovered from the global reces- sion, said Flynn. What I hope to see and what Im advocating for is to get these families the care they need in the community and to make sure they have the avenues to every appeal on the way and to make sure that they have been assessed properly. Flynn said a Liberal government would have Ontarios budget balanced by 2016-2017 and that he expects to see increases to the Passport and Special Services at Home Programs. Sprague said the NDP is committed to clear- ing the waitlists for these programs. It would be done, she said, by taking the bur- den to fund social services off middle-income families and putting it back on big business. Things heated up at one point when a Flynn supporter asked Scott and Sprague why he should vote for them when their previous gov- ernments had made cuts to or froze the Ontario Disability Support Program (ODSP). For every step forward the Liberal govern- ment has taken for social services, such as the Ontario Child Benefit or implementing full-day learning or temporarily increasing the mini- mum wage, they have taken a step backward, including reducing basic social assistance, including cutting the back-to-school and winter clothing allowances and gutting the special diet allowance, fired back Sprague.
