New highways are often not an effective way to reduce congestion and should be viewed as a last resort after all other transit and demand management options have been explored. Why was this ever on offer while mass transit has been neglected for so long? We have the opportunity in the province to provide cheap, accessible, and reliable public transit if only we are serious about it. Our party is. We are committed to reducing congestion by providing people with affordable and convenient alterna- tives to driving. This is why we have announced a plan to fund 50 per cent of the operat- ing cost of local public transit sys- tems, and create a cycling infrastruc- ture fund dedicated to municipal investments in bike lanes, bike stor- age and bike tourism. One of those options is to go around Waterdown and then through north Burlington to hook up to the existing 407. Tim Hudak has said that any extension to the Mid-Peninsula Highway must have the least environmental impact and the most economic impact. I am on record for many years sup- porting an extension from Hamilton Airport through Flamborough to Highway 401 near Guelph. That exten- sion best fulfills the terms Mr. Hudak has outlined and it would fill the larg- est gap in Ontarios 400 series highway network, from Kitchener-Guelph to Hamilton. It would also take the huge volume of traffic off Highway 6 from the 403 to 401, one of the most dan- gerous stretches of highway in Canada. The area of north Burlington being considered is mostly Greenbelt land. Since highways bring development, it makes no sense to drive a highway through land that is designated as a green buffer zone between highly developed municipalities and cannot be developed. The topography and existing settlement of the area also rule out a highway development. Ted Chudleigh - Progressive Conservative Continued from page 10
