Hill, 28, went 1-1 in three starts for the San Diego Padres in 2009 before elbow replacement surgery ended his season in June. He'll attend spring training with the Jays but the club doesn't expect him to pitch competitively until midseason. Drafted by the Expos in 2000, Hill reached the majors in 2004 and has spent the last five seasons battling injuries and shuttling between the big leagues and the minors. His most successful major league season was 2007, when he went 4-5 in sixteen starts with the Washington Nationals, and posting a career low in ERA (3.42).
