But Perlin argued that there is no other Town-owned land available for a facility in Acton, and it's logical to assume it would be there-- hence its inclusion. Its construction ($2.04 million) in 2014 would be tied to both the Acton Arena twinning ($9.6 million) and the Acton Seniors Centre expansion ($2.04 million) due to the economies of scale generated by building all three on the same site at the same time. Committee approved the 2012-2020 capital forecast totaling $99.8 million, but Fogal refused to vote for it stating there nothing for trails or the cycling master plan. In fact, the Town has another 20102020 capital forecast of 184 unfunded items, totaling $91.5 million. It includes 10 years of Fogal's pet project-- bicycle infrastructure improvements totaling $5.2 million. But the funded forecast does include Fairy Lake and Prospect Park and Cedarvale Park improvements and $184,000 for trail systems in 2012; Lions Club park redevelopment, Upper Canada College parkette and Georgetown South park creations (2013); and Cedarvale Park improvements phase 2 (2014), plus ongoing park and playing field revitalization. The capital forecast is merely a guideline and it can change yearly. Planned capital projects this year include $192,000 for cycling master plan construction-- bike lanes on 17 Sideroad and Wallace St. in Acton. This will be part of the more than $1 million reconstruction or resurfacing of the two roads. Also planned is $1 million for a secondary plan study for the new areas added to the urban boundary after the growth plan study, $98,000 for Civic Centre office renovations, $104,000 for the extension of Halton Hills Dr., $50,000 for an updated library website, and $1.8 million for the pavement management program (Gower Rd, Greystone, Gower, Regan, Baylor Crescents; Jesop, Flamingo and Wilson Crts.; Chelvin, Fagan and Rosefields Drs. and Roydon Place). "I know this was a livier budget discussion than in previous years, but when you have such very high stakes it can go that way," said Mayor Rick Bonnette, when adjourning the meeting. He said the last time he remembered such high emotions at a budget committee was the last time an arena project was approved (Alcott twinning in 2000). Halton Region has set a date for public information centre (PIC) on improvements to Trafalgar Rd. from Steeles Ave. to Hwy. 7. The PIC is set for Thursday, Feb. 3, 6:30 p.m. with a formal presentation at 7 p.m. at the Town of Halton Hills council chambers. It will give residents an opportunity to review the preliminary data compiled by Halton Region staff and their consultants on short-term (1-5 years) options along the road.
