Photo by Bruce Gemmel Town wants changes to DC Act for future hospital expansions By CYNTHIA GAMBLE Staff Writer The Town wants the Province to put the burden of paying for hospital expansions onto new residents instead of existing residents, and will ask that Development Charges Act be changed so the hospitals can impose development charges. Mayor Rick Bonnette introduced the motion, and it was unanimously approved by council, at its July meeting. Development charges (DCs) are now charged by the Town, the Region and the school boards, on new construction to help pay for cost of infrastructure such as new schools, roads, arenas, libraries. While traditionally the Province pays 90 per cent of the cost of hospital expansions and renovations, the list of hospitals requiring funds is so long, that many are having to wait a decade before funding. As a result, hospitals are turning to their home communities to pay for the projects. "If you look at the Places to Grow Plan (a provincially-mandated plan) by the year 2031, there is going to close to 3 million more people coming to the GTA," said Bonnette. "Which is going to be a tremendous stress on the hospitals and the whole area." Halton Hills will be seeing at least 20,000 more people coming to this community and, "This would definitely take the burden off the existing taxpayers," he said. The Town recently approved $2.682 million that would be levied on taxpayers to help pay for renovations and an expansion at Georgetown Hospital. The Town DCs resolution stated once that the Development Charges Act is changed to allow hospitals to charge DCs, that hospitals can no longer call on municipalities to come up with funding. "We (Halton Region) have been asking this for years to have this happen," said Wards 3&4 Regional Councillor Jane Fogal, who said the Province has always refused to re-look at the DC Act. "You just keep asking, just keep putting it out and hopefully you gain some momentum on it," she said. "This is the simple answer: let growth pay for growth."
