"This option (Option 1) uses Sixth Line as a boundary from Upper Middle to Dundas and this divides the community of River Oaks," said resident Brian Hopkins. "Ward 5 is being sliced and diced," charged another resident. Williams discussed four ward design options Tuesday -- none of which appealed to council. Option 1 has two wards south of the QEW and four to the north -- it would divide West Oak Trails, River Oaks and the Uptown Core. Option 2 uses Upper Middle Road as the boundary with three wards to the south and three to the north. It divides Glen Abbey and downtown Oakville. Option 3 leaves Ward 3 bounded to the north by the QEW, but moves the north boundary of Wards 1 and 2 north to Upper Middle Road. It divides downtown Oakville along Sixteen Mile Creek and spreads Glen Abbey over two wards. Option 4 is nearly identical with some modification of boundaries of western wards. It also divides downtown Oakville along Sixteen Mile Creek and spreads Glen Abbey over two wards. In contrast to Option 3, however, the western portion of Glen Abbey is included in a ward entirely north of the QEW. Ward 4 Town and Regional Councillor Allan Elgar called for Option 1 to be further analyzed and revised to introduce Trafalgar Road as the boundary between Wards 5 and 6 and to recognize and maintain the River Oaks community. Ward 2 Councillor Pam Damoff called for Options 2, 3, and 4 to be further analyzed and revised to establish Sixteen Mile Creek as a boundary in Wards 2 and 5 and to relocate the northern boundary of Ward 1 from Upper Middle Road to the QEW. Public meetings will take place March 22 and March 27 at Town Hall. Council hopes to have a new ward configuration by May for use in the 2014 municipal election. The Background Study has been prepared, in order to implement a residential DC for the recovery of these early payments.
