"They do a series of tests with the individual that can confirm impairment by drugs and they can also tell what drug you are impaired by and the level of impairment," said Percy. "It's a very intense training program. It's a very high skill set. So we now have the tools that can prove impairment and the expert testimony in court to validate that."
