"The existing receiving area is substandard and does not satisfy the needs of the organization. There are health and safety issues due to the absence of a proper loading dock," said Switzer in his report to the committee. "The proposed renovation will create an effective staging and storage area. The existing driveway will remain as is and an internal mechanical lift will facilitate movement of goods between the truck and the loading dock." The committee called for the proposed changes to the council chamber be postponed until phase two begins in 2014. The proposal includes the removal of the prisoner box and the judges' dais, which are left over from when the chamber was also used as a provincial court. Committee member and Ward 6 Town and Regional Councillor Tom Adams has questioned whether the proposed council changes are really necessary and said recommending their postponement will allow for the issue to be reevaluated. No information outlining exactly what the phase two renovations will entail or how much they will cost was provided during the meeting. The report to the Administrative Service Committee simply stated phase two is being designed to accommodate up to 100 staff that may be required in the future to meet the growth in services from the development of north Oakville over the next 10-15 years. Town staff said that renovating Town Hall in this way would avoid the need and cost for a new building. Switzer said the phase one costs would be spread over two budget years. He said $3.5 million of the $4.4 million needed for phase one of the renovation has already been approved in the 2012 budget. The other $900,000 is part of the capital forecast. It was pointed out the Town will not be able to use development charges to pay for the renovation as the Province has dictated development charges cannot be used to upgrade administrative buildings. The renovations will cause some disruption at Town Hall with the Purchasing Department and the Facilities and Construction Management Department having to relocate to vacant office space in the Oakville Hydro facility at 861 Redwood Square as of October 2012.
