`A stepping stone not to be missed' continued from p.11 Last December, while the OSSTF announced the cessation of extracurriculars in Ontario public high schools, the Seven Oaks teachers in Manitoba attempted a bid to receive higher wage increases than other teachers in Manitoba in order to set a precedent for which teachers could aim when they bargain. This bid was ultimately shot down by an arbitration panel, but it nonetheless shows a system in action that allows unions to challenge the government in a setting where the decision-maker -- the arbiter -- does not favour one party. In the end, no one can cry foul or allege corruption. Other provinces, such as British Columbia, have also taken on this system to address labour issues. So why not Ontario? The fact that arbitration takes place independently of the court is especially important to the Ontario teachers' unions because it is prohibited to challenge Bill 115 in court. Appointing an arbitration panel will not only allow a neutral party to settle the conflict but also set an important precedent. It is a stepping-stone not to be missed on the path to achieving conflict resolution. It has worked before elsewhere, and now, it would work here: arbitration could be the key to resolving Ontario's labour issues.
