Oakville was on track to block the building of a controversial power plant when former premier Dalton McGuinty's government decided to cancel it amid strong community opposition, Mayor Rob Burton said Tuesday. The Town was not disposed to grant TransCanada -- the company that signed a contract with the Ontario Power Authority to construct the plant -- a building permit because of pollution and safety concerns at the location close to a neighbourhood and schools in violation with Oakville's urban planning rules, Burton added.
