Andersen's number, calculated by OPA staff, is higher than the $241 million calculated for the government by NERA Economic Consulting in the last month. "I guarantee that these numbers will continue to evolve and be debated as more information becomes available," Andersen said. The difference in estimates, which Andersen said were prepared because there is "a lot of scrutiny" over the cancellation costs, is due to different methodologies used by the OPA and NERA. Oakville MPP Kevin Flynn doubts the reliability of the new number. "I don't think the town of Oakville has been well served by the Ontario Power Authority right from the RFP (request for proposal) process, through to the site selection, the cancellation of the plant, to the negotiation of the settlement. Now, we seem to be getting a different set of numbers from this organization every week," he said. Flynn said the organization first offered a figure of $40 million, then several weeks later it had an estimate of between $33 million and $136 million. Last week, it announced another set of numbers and again this latest tally. "The government has given the impression the $40 million was the number," said New Democrat MPP Peter Tabuns. Premier Kathleen Wynne has acknowledged the plant cancellations, prompted by community opposition, were "politically motivated" to save Liberal seats in the 2011 election. That vote saw the Liberals reduced to a minority. Wynne was to testify before the committee yesterday afternoon. Flynn reiterated to the Oakville Beaver Tuesday the decision to scrap the Oakville power plant was not a seat saver. "The cancelling of the plant in Mississauga was a political decision that was made by the campaign team," he said. "Somehow the media has dragged the Oakville plant into that political decision definition. I'm confident that wasn't the intent of the Premier. The media is just putting these two plants in the same category. Our decision was made over a year before the election. There was no sense that it was going to make or break the election." Two weeks ago, Auditor General Jim McCarter released a report saying the cost to cancel the Mississauga plant and move it to Sarnia is $275 million -- 45 per cent higher than the government claimed.
