OMB rejects Lakeshore plan by David Lea Oakville Beaver Staff 9 | Friday, May 17, 2013 | OAKVILLE BEAVER | www.insideHALTON.com Plans for a condominium project by Fernbrook Homes on the former Harvest Bible Chapel property was rejected by the Ontario Municipal Board last week. The board voted against the plan on the grounds the development was not appropriate for the 1215 Lakeshore Rd. W. site. Fernbrook proposed changing the zoning on the 2.66-hectare property to allow development of 33 single homes fronting onto a private condominium roadway. The proposal called for fewer homes and less density than a previous incarnation, which called for 42 semi-detached homes on the site. Town staff advised council to oppose the development stating it was not compatible with other homes in the area, which are set back from the road and separated from each other by substantial distances. Council rejected Fernbrook's original application in June 2012 and then denied a second application that had added neighbouring property 1221 Lakeshore Rd. W. to the proposal in March 2013. The matter was appealed to the OMB, which determined the developer's proposal was not in keeping with the densities and residencies that currently characterize the area -- predominately single, detached homes on large lots. The OMB hearing revolved around the policy framework established by the Livable Oakville Plan as it applied to this site. It also considered the effect of cumulative changes to the zoning bylaw regulations, with respect to the height of the buildings, density, size of the proposed lots, and the private road. "The Livable Oakville Plan directs growth to identified growth areas while protecting the town's stable residential communities, green spaces and employment lands to 2031," said Dana Anderson, director of Planning Services. "For the first test of the plan, we are pleased to see that the OMB agrees that the policies of Livable Oakville represent good planning."
